Red Konil refers to the series of events taking place in Rusjar, capital of the Union of the Republics of Zeed from XII.1696.

Backgrounder

These events take place in the course of the Third Euran War and nearing the close of the 3rd year of First Secretary Rashid Hasanzadeh in office.

Timeline and History

2.XII.1696 - 6:47 p.m.: Traffic on the primary motorway Marshal Timoshenko Avenue, along with surrounding main roads, grounds to a halt after a spontaneous rally of ordinary citizens from their homes coalesces along the outbound eastern lane as they head towards the Presidium buildings, where a program and speeches take place.

2.XII.1696 - 7:00 p.m.: Newscasts continue as normal, with reporting on the speeches and crowd gathered outside the Presidium.

2.XII.1696 - 7:12 p.m.: 2-minute citywide power outage. It is dismissed as just another one of those things. Power returns thereafter.

2.XII.1696 - 8:13 p.m.: The nationally-known show, Popular Farm Equipment of the Socialist Republic, is cut off the air, and replaced by the national anthem and a live press conference, which is also transmitted live by Radio Rusjar.

2.XII.1696 - 10:07 p.m.: Citywide power outage. Power does not come back on for several hours. Radio Rusjar continues to play revolutionary music and does not broadcast the hourly news. Some scattered gunfire is heard on the streets.

3.XII.1696 - 6:00 a.m.: Last night's press conference is repeated on state television and Radio Rusjar.

3.XII.1696 - 7:00 a.m.: Tanks and armored personnel carriers of the Revolutionary Armed Forces are visible on the streets.

3.XII.1696 - 8:30 a.m.: A session of the Supreme Council is broadcast live on state television and Radio Rusjar. As soon as matters of national security are discussed, the feed and audio are terminated.

3.XII.1696 - 10:00 a.m.: Morning session of the Presidium is broadcast live on state television and Radio Rusjar.

The Press Conference

The press conference given by Pavel Lebowski

Pavel Lebowski, until recently known as a minor functionary of the Central Committee for Security and Defense, welcomed those present, and introduced himself as Press Relations Officer of the Central Committee for Security and Defense. The official transcript of his statement, (in the Istvanistani translation) is as follows:

Greetings to the good and loyal people of the Union of the Republics of Zeed!

I am Press Relations Officer of the Central Committee for Security and Defense. I have an important announcement to make. Pay attention.

In connection with the unfortunate ill-health of our beloved First Secretary, Rashid Hasanzadeh, Hero of the Revolution, and his evident inability to carry out the duties of the office of First Secretary of the Union due to the state of his health, on the basis of Chapter 7, Article 2 of the Constitution, the Supreme Council of the Union has issued an Administrative Order of the Union, an Order of State Emergency, for the benefit of the people of the union.

We bid Comrade Rashid a good rest. Rest assured, comrade, that your labors are never forgotten. The Union is in good hands.

To ensure the preservation of the union, the Supreme Council shall continue to exercise complete and absolute authority as provided by the constitution.

We appeal to the good, loyal, and honest-hearted people of Zeed to demonstrate high standards of patriotism, to continue with, and focus on their most important work, resume their steadfast labors, and to leave the governance of the state to the state.

3.XII.1696 Morning Session of the Supreme Council and the Presidium

The Supreme Council convened the next day, absent the indisposed First Secretary Rashid Hasanzadeh. As seen on the live television broadcast, as soon as a quorum was determined, Sergey Ilych Chernavyin, Undersecretary of the Second Directorate of the Central Committee for Security and Defence, called the meeting to order, and with the silent tacit approval of attendees present, was acclaimed Chairman of the Supreme Council and Premier Secretary of the Union, until the next election of the First Secretary, after which, an Administrative Order of the Union under Chapter 7 of the Constitution was adopted, vesting Chairman Chernavyin with plenipotentiary authority of the Union. As the meeting proceeded to other pressing matters of state, this time under the direction of the Undersecretary of the Third Directorate of the Central Committee for Security and Defence, Chairman Chernavyin departed to address the Presidium.

As soon as the Presidium was convened, in the full view of state television and with simultaneous broadcast of Radio Rusjar, Chairman Chernavyin addressed the Presidium, as follows:

Comrades! Servants of the popular will! I confirm before all of you the unfortunate indisposition of our beloved First Secretary, Rashid Hasanzadeh, Hero of the Revolution, and I report to Deputies that the Supreme Council has earlier today resolved to acclaim me as Chairman of the Supreme Council and Premier Secretary of the Union, until the next election of the First Secretary. I have also been given full emergency powers in accordance with the Constitution.

I remind the Presidium that the Union of the Republics of Zeed remains at war, and now is, as always, the time to be vigilant. I have commanded the full activation and deployment of the Popular Mobilisation Brigades and the Committees of Public Safety. Despite this period of emergency, we will maintain law and order within the Union. We will defeat the imperialists and the hegemonists! Our people's struggle remains, and the solidarity of the people of the union, and the labors of the workers will see us through to the ultimate victory!

Long live the Union! Long live Zeed!

Having delivered his address, Chairman Chernavyin proceeded to Central Military Headquarters for a command conference.

Result

The Supreme Council assumes power in the absence and inability of Rashid Hasanzadeh, Hero of the Revolution. Sergey Ilych Chernavyin takes office as Chairman of the Supreme Council and Premier Secretary of the Union. Full activation and deployment of the Popular Mobilisation Brigades and the Committees of Public Safety.
