Panopticon Reforms of 1711
The Miþuï is the supreme legislative body of the Sovereign Confederation of Governorates, and has long been the most influential and powerful institution in the Confederation's government. However, it was not always this way. Prior to the Panopticon Reforms of 1711, the Miþuï was primarily a ceremonial institution, with little real power or influence.
However, the Reforms marked a significant shift in the Miþuï's role and responsibilities, vesting the power of the Sovereign Szodan, the Confederation's highest political authority, in the Miþuï and giving the chamber the ability to appoint the President of the Realm's General Staff. This marked a major change in the Miþuï's role and responsibilities, making it the defining branch of government in the Confederation.
The Reforms also changed the way in which the Miþuï's members were elected. Prior to the Reforms, there was no official process for electing the chamber's members, and they were often appointed by the Sovereign Szodan or chosen through informal means. However, the Reforms established a more formal electoral process, allowing for the election of members by a plurality vote.
One of the key figures in the Panopticon Reforms was Brugen Aldef, a member of the Reversionist faction who was able to secure the first election to the position of President of the Realm's General Staff in 1711. Aldef used his position of power and influence to renegotiate the electoral process, allowing a party sponsored by the Cult of the Sacred Detonation to run in those Bailiwicks they controlled in exchange for abstention from all non-tied votes. This further consolidated Aldef's power and influence within the Miþuï and the Confederation as a whole.
Today, the Miþuï continues to exercise significant power and influence within the Confederation. It is responsible for the appointment of the President of the Realm's General Staff, and has the ability to pass legislation and shape the direction of the Confederation. The Miþuï is also responsible for conducting assizes throughout the Confederation's Circuits, ensuring the continued supervision, vigilance, and presence of the Confederation's government over its subjects.
