Mühamadgürbançyev is a Jingdaoese politician belonging to the Qyzylqaystani minority. He is the leader of the Qyzylqaystan Republic, which is a district within the Jingdaoese zhou of Jingqyzyl. Mühamadgürbançyev was the leader of the Qyzylqay when they were still a nomadic tribe on the Apollonian steppes as he sought an alliance with the Hai Emperor. Because of his loyalty and that of his people towards the Heavenly Lights, the Jingdaoese Empire has allowed the tribe to keep their own customs and traditions.
