In 1704, local development plans prioritized the industrial-grade upgrading of the local port, in order to better capacitate a greater volume of seaborne trade, as well as to ensure compatibility of cruise liners. Contracts were awarded accordingly to ESB Construction, with financing secured via numerous creditors eager for a healthy return on investment after the Scouring.

In 1704, as part of development plans, popular needs and infrastructure priorities, the Lune Villa Citizens Hospital, a 600-bed full-service facility, was constructed in order to supplement the existing Lune Villa General Hospital. Thanks to funding released by the ESB Foundation, a sufficient endowment was established for construction, equipment, staff, and operations and maintenance for at least a decade.
