Ludwiggian script

I don't understand anything in this article, it's Ludwiggian to me!
The Ludwiggian script is an ancient script that is in use by Saxon groups in South Cibola, most notably in Sankt Ludwigshafen, the Confoederatio Aemilia and the Lanzerwald Republic. Before the colonial rule it was used inWalstadt as well, but use of the script in Walstadt declined since the Natopian annexation, but spread as the Saxons who would found Sankt Ludwigshafen brought it with them. After the Treaty of Sankt Rosa was signed, that brought Walstadt back under Saxon control, the Ludwiggian script has returned there as well. In order to support the adoption of the Ludwiggian script, value-added tax on books that are printed in Istvanistani script is set to 40%, compared to just 5% for books printed in Ludwiggian script throughout the republic.
The script is written using 18 characters, of which 5 are vowels, there are no capital letters. Punctuation marks are scarce in the language, though it is common that the first word in a sentence is underlined. Commas and points are frequently found in documents written using the script, but are considered to be an Alexandrianism, that is a foreign influence from the time the Empire of the Alexandrians ruled over the Ludwiggian territories, or an Alriggianism, from the period of Alriggian rule.
A digital version of the Ludwiggian script was developed in the late 1740's to be used on all computers in the Lanzerwald as part of the Nationalstandarddatenverarbeitungsanlage 1749.
