The Kalisa Rrumëli (State Guard in Sanaman) is the national gendarmerie force of Sanama and was a branch of the Sanaman Armed Forces. It was formed in 1682 by separating military police and provost units from the other branches of the armed forces. In 1694 it was transferred to the newly formed Department of Domestic Security, together with among other agencies the Kalisa Sivile. The Kalisa Rrumëli maintains its status as a national gendarmerie, but is no longer a branch of the Sanaman Armed Forces. It carries out domestic policing duties, but since 1690 it no longer has any law enforcement or provost role in the Armed Forces. It is one of the main national law enforcement agencies alongside the Kalisa Sivile, Immigration and Customs Enforcement Service and the Office of the Inquisitor General. There is some overlap between the Kalisa Rrumëli and the Kalisa Sivile (Civil Guard in Sanaman), but the main difference is that the KRr handles policing, emergency response, patrols and general law enforcement duties, while the KS handles felony investigations and related searches and seizures. The Kalisa Rrumëli is the principal law enforcement agency in Sanama proper, Highpass and Shimmerspring, while Cisamarra and Thanatos have separate police agencies enforcing local autonomous country laws. Highpass is authorised to establish its own police force but has so far opted not to do so.
Organisation
The KRr is headed by the Komanto (Command) consisting of the Shenerel Komantan (Commandant General), holding the rank of Shenerel (General), the Shenerel Komantan Kila (Vice-Commandant General), also a Shenerel, and a staff of senior commanders. For law enforcement purposes the KRr is organised on a territorial basis. It consists of 19 divisions (one for each region except Sanaman Cibola and the SAT), subdivided into provincial brigades, local battalions and station companies. Outside of this general territorial organisation exists a national support structure for administrative tasks.

Territorial organisation
The Kalisa Rrumëli is divided into regional divisions, provincial regiments, and local battalions and companies. Divisions A through W are regional and territorial in scope, while X Division organises common national law enforcement assets, and Z Division organises the counter-insurgency and counter-terrorism (CICOT) units. In terms of manpower, the smallest division is A Division, being only responsible for policing in the National Capital District, while the largest by far is M Division in Niyi.
