The Hild Plan was a major military offensive conducted by the Nova English Armed Forces in conjunction with the Ministry of Internal Affairs to expanded and secure former territories of Nova England. The aim of the operation was to secure existing settlements and their populations by the provision of essential infrastructure works and security services.
Operational Plan
The operation was split into three main phases;
Phase One
Spittle’s Scouts will operate from Redoubt territories and survey existing settlements towards the coast. Upon contact with populated locations, the Scouts will survey the settlement and prepare a report to the National Defence Initiative. Dependent on the size of the diaspora population or the strategic nature of the location the Scouts will either advise the diaspora to move to a nearby secure location or await a reinforcing platoon of light infantry before continuing onwards.
Phase Two
Where a settlement has been deemed to be salvageable, a light infantry platoon will be transported by helicopter to the location. The infantry platoon will immediately begin to work with the local population to assess local threats and secure the settlement. Meanwhile operatives from the National Defence Initiative alongside army engineers will be transported to the location. Upon arrival they will seek to ensure that the local population has a secure source of fresh water, shelter and medical aid.
Phase Three
Once the settlement has been secured and basic necessities provided, the settlement will be assigned a Senior Warden from the NDI who will act as the main point of contact with the government. In addition to this the Senior Warden will coordinate with the local population to further improve the settlement in preparation for reintegration to the Faedertellus. The engineers and other NDI operatives will move to the next objective. Whilst the infantry platoon will remain in the location until the platoon officer has completed training a locally raised militia to his/her standard.
Governance
The Hild plan divided the former territories into a number of operational wards. These then formed the basis of the Hild Plan Boroughs, within which secured settlements are able to elect a civilian representative to work alongside a Borough council formed of Ministry of Internal Affairs and Ministry of Defence personnel. The long term view being that the government officials will be gradually phased out in favour of locally elected representatives who will go onto represent their constituents in the Witan.
Current Status
The Hild Plan within the core Nova English territories was deemed completed following the announcement of elections in 1000AJ.
Only the regions of the Warring Islands and the Britannic Home Islands Military Zone remain under the direct governance of the Nova English Armed Forces and the NDI.
