The Caputian Development and Stabilization Units (CDSU; Alexandrian: Unités de Développement et de Stabilisation de Caputie) are joint civilian-military organizations deployed by the Federation of Nouvelle Alexandrie to conduct the civil administration of Operation Salt Meridian, the occupation begun in IX.1758 AN of the southern part of the Isles of Caputia held by Phinbella and the Forajasakian state of Sagiri abandoned by the Confederation of the Phineonesian Nations. Modeled on the Oportian Development and Stabilization Units of the Occupation of Oportia, they report to the Regional Governor of the Isles of Caputia and are charged with restoring civil government to a coast the withdrawing Confederation had stripped of its administration.

The units are the secular civil authority of the operation. The distinction has been drawn sharply against the humanitarian mission of the Melusinian Faith that came ashore with the landing force: where the faith's Tide Ambassadors and its Society of the Harmonious Current worked the relief points under the authority of the Matriarch of New Zalae and not the state, the civil administration of the coast rested with the Caputian Development and Stabilization Units rather than with any church.[1]

Role and organization

The Caputian Development and Stabilization Units are built on the model of the Oportian Development and Stabilization Units, the joint civilian-military teams the Federation had deployed during the Occupation of Oportia to bridge military operations and long-term civilian development. Like them, each CDSU brings together civil-affairs officers, development staff, and military security under a single command, working at the local level to rebuild the machinery of government and restore essential services.

The task the units face in the ceded lands is one of near-total administrative vacuum. The Phinbellan Withdrawal removed not only the Confederation's population but the instruments of its rule: land registries, cadastral surveys, court archives, civil registers, and tax rolls were carried away or destroyed, the currency was withdrawn from circulation, and the magistrates, constables, customs officers, harbormasters, and district clerks departed with the governor.[2] Into that vacuum the units are to stand up a provisional civil administration, reporting to the Regional Governor of the Isles of Caputia rather than to the Corps of Engineers, whose parallel task is the restoration of the ports, power, water, and coastal lighting.

Deployment in Operation Salt Meridian

The Caputian Development and Stabilization Units are counted among the forces committed to Operation Salt Meridian. When the Isles of Caputia Marine Infantry Brigade came ashore at four harbors of Soccsksargen on 12.IX.1758 AN, each landing party was led by one of the units, carrying a proclamation printed in Malay, Alexandrian, and Martino, a consignment of coin to stand in for the withdrawn currency, and rations. Food distribution points and water purification plants opened at all four on the first day, and on the second the units' enumerators set up the census tables by which the Government intends to establish who owns what before any land is granted.[2]
