The Anglien Drankmonopol (Anglien Drink Monopoly; Crandan drankmonopol, "drink monopoly") is the state-owned retail monopoly that controls the off-premises sale of wine, distilled spirits, and beer above 4.7 percent alcohol by volume in the Free Duchy of Anglien. It operates under the Ministry of Finance and Reconstruction and sells through outlets branded Drankhuis. The monopoly was established in 1755 AN as part of the transitional government's effort to regulate the alcohol trade and broaden the duchy's revenue base during reconstruction.
Beer and cider at or below 4.7 percent ABV fall outside the monopoly and may be sold by licensed grocers. On-premises sale in taverns, public houses, and restaurants is also outside the Drankmonopol, which handles off-premises retail only.
Operations
Drankhuis outlets stock wine, distilled spirits, and beer above 4.7 percent ABV. The minimum purchase age is 16 for beer and wine and 18 for spirits; the duchy sets no minimum age for consumption. Outlets trade Monday through Saturday from 09:00 to 20:00 and close on Sundays and on Alpinist and Alexandrian Nazarene holy days. Licensed grocers selling low-strength beer and cider trade from 06:00 to 22:00 and observe the same holy-day closures.
Home brewing and winemaking are legal, but home distilling is prohibited. The monopoly's trading margins and the associated retail licensing fees accrue to the ducal treasury and form part of the revenue base administered by the Ministry of Finance and Reconstruction. Historic taverns and public houses associated with the Anglian amber-ale (Angliener Brau) trade hold protected status under ducal ordinance.
