Adam Cooke served as the President of Floria from 1656 to 1670, a period marked by significant diplomatic and political developments. When he was elected, Floria was wartorn and poor. He sought economic reforms while seeking to make peace with Floria's enemies in the War of Lost Brothers. He secured a peace treaty which put significant restrictions on Florian sovereignty, security and industry. Despite this, he pushed for it as it would lead to peace. The economic reforms he advanced led to Shireroth and Jingdao finding more confidence in Floria. By 1660, President Cooke was in a position to ask for full restoration of sovereignty. Through adept mediation between Jingdao and Shireroth, he successfully negotiated an end to the post-war restrictions that had been imposed on Floria.
In 1669, following a presidential election in which he was not re-elected and general elections, Cooke oversaw a peaceful transition of power. This smooth transfer was lauded by Shireroth, whose Minister for the Exterior, Li Naomiai stated:
I am very pleased to see the conclusion of the peaceful general elections in the Florian Republic. Their conduct is a testament to the Florian Republic's transition from a warmongering one-party state to a multiparty democracy devoted to peace, friendship, and good-neighbourliness. President Adam Cooke took a brave step in bringing about the democratic reforms, and while his party suffered greatly in so doing, his and his party's sacrifice for the democratic evolution of the Florian nation will fondly be remembered by the historians of the future.
After the elections, he retired and stayed out of politics residing in Northcliff.
