Established in late 851 WG, the Agency of Non-Incorporated Pallisican Territories serves to monitor and report all political and economic developments in Pallisican territories which lie beyond the immediate jurisdiction of the Greater Pallisican Trade Association.

The birthplace of the Pallisican peoples, Passas was a member of the Agency of Non-Incorporated Pallisican Territories from 851 until 904 WG, when the nation was officially ceded from the Commonwealth of Hamland to Passio-Corum.
