The Northern Keltian Territories Integration Act, 1745 proposes to formally incorporate the territories secured during Operation Northern Vanguard into the constitutional framework of the Federation of Nouvelle Alexandrie. The legislation establishes the Kaputiankuna Allpankuna Suyu (Land of the Caputians Suyu) as a new administrative subdivision within the Region of the Wechua Nation, recognizing both the strategic importance of the Lake Rodinia basin and the historical significance of these former Caputian territories.

Background

Key Provisions

The bill establishes the Kaputiankuna Allpankuna Suyu as the sixth suyu within the Region of the Wechua Nation, joining the existing Antisuyu, Chinchasuyu, Kuntisuyu, Qullasuyu, and the Wechua Capital District. The new suyu will encompass all territories secured during Operation Northern Vanguard, with administrative boundaries to be determined through subsequent surveying and demarcation processes.

The legislation provides for the establishment of local administrative structures within the new suyu, including provisions for municipal organization, local courts, and service delivery mechanisms. Special recognition is given to the Caputian cultural heritage of the region, with protections for historical sites and provisions for cultural preservation programs. The bill also establishes the Lake Rodinia basin as a protected watershed area under federal oversight, ensuring the security of this vital water resource.

Administrative transition mechanisms are outlined to facilitate the orderly integration of the new territories, including provisions for the extension of federal law, the establishment of civil registry systems, and the integration of local infrastructure into federation-wide networks. The legislation also addresses the status of former residents who may have fled during the period of Confederacy control, providing pathways for repatriation and property restoration.
