The Supervisory Council of Cisamarra serves as the head of state of Cisamarra since 1.VI.1717, when Cisamarra became a protectorate of Sanama. The council consists of three representatives from Cisamarra, three from Sanama and one foreign representative. The council had mostly a supervisory role from its appointment in 1717 to 1723, when the new government in Sanama appointed three cabinet members, thereby increasing the political control over the council. In 1727, the newly elected Humanist government in Cisamarra in turn appointed three cabinet members of their own. This increased political tensions within the council forcing the chairperson, Patrik Djupvik, to frequently cast a tiebreaking vote. Due to the politics of the Humanist government, Djupvik often sided with the Sanaman representatives.
