Treaty between Hurmu and Lac Glacei

The Treaty between Hurmu and Lac Glacei was the first treaty between Hurmu and Lac Glacei. It was signed in 1694, before Lac Glacei's claim had met international recognition through the MCS. As such, it was Lac Glacei's first treaty. The treaty sets out the relationship between the two historically and culturally linked countries, establishes a condominium in Seivannavik, and regulates traffic through the River Glacei between the Sea and Lake Glacei.

Treaty of friendship and non-aggression between Hurmu and the Grand Duchy of Lac Glacei

The Senate of the Lakes,
The Grand Duke of Lac Glacei,
having come into contact with one another, and finding their interests to be mutual, do desire to formalize and secure their cordial feelings, having shared historical and cultural ties, both nations have agreed as follows:

Article 1. Hurmu and Lac Glacei recognize the other's sovereignty and right to self-rule of its state, its peoples, and its government institutions.

Article 2. Hurmu and Lac Glacei recognize one another as the rightful owner of all territory that they claim Micras.

Article 3. Hurmu and Lac Glacei commit to resolve all mutual disputes peacefully, using a neutral third party agreed to by both should this prove impossible by normal channels.

Article 4. Hurmu and Lac Glacei shall remain open and accessible to tourists and other visitors from one another, barring national emergencies or other such security issues.

Article 5. Hurmu and Lac Glacei shall have proper and open channels of communication so to facilitate dialogue and future cooperation.

Article 6. Hurmu and Lac Glacei shall not engage in or sponsor any covert or overt military activity against the peoples or government institutions of the other.

Article 7. Hurmu and Lac Glacei shall not restrict or hinder the right of passage along the waterways of the River Glacei for any Hurmu-flagged or Lac Glacei-flagged ships.

Article 8. Hurmu and Lac Glacei agree to share sovereignty and administration over the Seivannavik area. As such, Seivannavik will have its own government which shall legislate for, execute and adjudicate such decisions that the Seivannavik government shall make. The government will consist of 10 people, of which five are appointed by Hurmu, and five by Lac Glacei. The third-oldest member of the government shall preside over it.

Article 9. This treaty may only be amended, revised, enlarged and expanded upon the concurrence of both signatory parties. Any contrary action or measure shall be null and void.

Article 10. This treaty shall enter into force upon ratification of both signatories in accordance with their native constitutional procedures.

Article 11. The signatory parties may repeal this treaty on the condition of a notice of one year according to the calendar of Emperor Norton.

In witness whereof, the aforementioned plenipotentiaries have signed their names and affixed their seals.
