27 teams competed for 4 places in the final tournament to the join the Confederate States of Floria, who qualified automatically as hosts and the 8 highest ranked teams at the 2019 MHL World Championships also held in Floria. The qualification tournament was determined by four rounds of round-robin competitions with teams entering at different stages depending on MHL rankings.
