Apportionment
Due to the incorporation of the Northern Commonwealth to the Congressional Counties the previous year, county borders were restored. As the population of certain counties then increased (and some new counties included anew), the apportionment of seats, despite no new census having taken place, changed the number of seats for almost every county (the only exception Cape Farewell).
