Hieu Chi Tuong, commonly known as Hieu, was a very active micronationalist from 2005 to 2009 especially interested in developing Asian-themed micronations, usually in the Lovely Sector. Involved with Tellia, Gaia, New Brittania, the CIS and Matbaa throughout his time in micronationalism it was his foundation of numerous Asian-themed nations which led to the continent of Keltia once more being seen as the Orient of Micras. He was also responsible for the brief independence of the Matbaic province of Kefr Zeh and its subsequent annexation to Babkha.
Hieu was very active in promoting micronational sports, founding the Federation Micras de Sport and the Micronational Formula 1, for which he won FNORD awards.
