IPT HTV, formerly known as Hsinking Television (Sangunese: 株式会社新京テレビ, translit.: Kabushikigaisha Shinkyō Terebi?, Phineaner: Televisyen Hsinking; Taesongean: 주식회사 신경텔레비전; RR: Jushikhoesa Shingyeong Telebijeon; Jääkieli: Uusi Linnoitustelevisio OY; HTV), is an IPT franchisee for the northern part of the Phinbellan Euran States region, mainly in Kōkai State, the territory of Syōnan Archipelago and Nod-Krai, has two channels with different call signs for two sub-regions respectively. Launched on November 11, -26BP, it is a dual-territory licensee where the franchise area is divided into two sub-regions, for Kōkai and Syōnan Archipelago coverage and Nod-Krai coverage (Previously, HTV's coverage in Heijō was terminated and moved to IPT Rampai based in Shandānø'kaí in RP 2605). HTV in the two sub-regions has different schedules. IPT HTV is now operated by IPT ltd. and headquartered in Kota Terawangan, Salbiah (located in the Gur'latan region), Kōkai and in Koskenniemi, Sungai Putat Island, Nod-Krai, is responsible for regional news and programming services including local entertainment and education produced primarily (especially in Phineaner primarily, Natlanese and Gur'latanese for Kōkainese programs, and Jääkieli for Nodkrainian programs) for the two coverage areas by the IPT HTV production team. It currently uses the IPT1 channel network with opt-out services for local advertising and on-air promotions for local programming.
Hsinking Television is a television station in the northern region of the Phinbellan Euran States with its own distinctive content creation including entertainment content, drama and current affairs programs made in several major languages in both license areas. It was also the earliest licensee of IPT, having received the license in January -26BP, and it was the largest Independent Phineonesian Television producer in the PES region, contributing 25% of the total broadcast output of the IPT network, before merging to form IPT ltd. in RP 2610. Both of these licenses remain held by IPT ltd. through its subsidiary IPT Broadcasting ltd, and the legal name of the former HTV company has not yet been changed and the franchise remains as IPT HTV to this day.

The franchise areas of Kōkai, Syōnan Archipelago and Nod-Krai were all operated by HTV, its main VHF transmitters at Singapore Street, The Settlement and Koskenniemi serving only one service, while there were transmitters that would separate the services between HTV Kōkai and HTV Nod-Krai. Additional transmitters at Baronia (channel 21) and Betty (channel 40), as well as a transmitter on Bantam Island (channel 43) were eventually installed in -23BP to broadcast specific programming for Kōkai and Syōnan Archipelago, allowing for the separation of the Kōkai and Nod-Krai services.
The UHF transmitter network was designed to replicate the separation of program services to Kōkai and Nod-Krai achieved by the VHF network it replaced. HTV's UHF service was transmitted by the following main transmitters and their relays: Nosong, Sundar, South Furious, Ulu Kusial, Gugusan Felda Teteokan, Titik Tarang, Patricia, Nasha Town (on Pulau Lempo) and Pyramiden, with transmitters in Nasha Town and Pyramiden serving HTV Nod-Krai, and the remainder serving HTV Kōkai.
After the Koskenniemen Teletorn was completed, the HTV Nod-Krai broadcast on VHF channel 9 was moved from the Kangor-Indera Kayangan VHF transmitter to a new transmitter at Koskenniemen Teletorn in -9BP. In RP 2610, despite merging with IPT ltd., the analogue and digital broadcasts of IPT HTV Kōkai in the Singapore Street Metropolitan Area (on channel 9) were moved to a new transmitter at the Singapore Street Skytree along with other television stations, at which time the service was broadcast 24 hours a day.
The difference between the UHF and VHF networks meant that, between -24BP and -12BP, Hsinking Television provided three different broadcast services, each with its own programme schedule:
- HTV Kōkai was available throughout Kōkai and the Syōnan Archipelago on UHF and VHF (with different advertising options on Singapore Street and throughout Kōkai), it included multilingual programming including Natlanese and Gurlatanese.
- HTV Nod-Krai was only available throughout Nod-Krai on UHF. This service began in -25BP. This service had programmes in Jääkieli.
- HTV "general service" was only available in the Singapore Street Metropolitan Area only, also in Syōnan Archipelago and Nod-Krai on VHF by main transmitters and broadcast a mix of programmes from the other two services. This service ended in -12BP.
The transmitter network remained the same for digital broadcasts of IPT HTV Kōkai and IPT HTV Nod-Krai when the broadcasts were first launched in August 2011. And following is the list of transmitters for both IPT HTV services:
History
In September -27BP, Hsinking Television was awarded its contract by the Phineonesian Independent Television Authority when the Ministries of Posts and Telecommunications in Kōkai and Shandānø'kaí opened up the UHF frequency band for television broadcasting in the state and the two Shandānø'kaílander unincorporated territories (Syōnan Archipelago and Nod-Krai). Four months later, HTV received its official broadcasting license in the form of a dual-territory license. This license was a semi-educational station license, which stipulated that more than 30% of the programs broadcast by HTV must be educational and cultural programs and the rest entertainment programs. HTV was the first commercial television station who awarded the licence before RTV Kōkai and Kōkaischer Rundfunk (ARF affilates). On February 14, -26BP, HTV launched its test broadcasts in Kōkai and the Syōnan Archipelago, and shortly thereafter test broadcasts in Nod-Krai were launched on April 18. Due to being granted a dual-territory license, Hsinking Television has its headquarters in a studio building in Kota Terawangan, located near the capital, Singapore Street, while it also has a branch in Pohjenmaa Boulevard, Koskenniemi, Nod-Krai.
At 8:50 am on November 11, -26BP, Hsinking Television was officially launched, becoming the second commercial television station in Kōkai and the Syōnan Archipelago after Relay Television station in Kōkai had been launched earlier, and on January 1, -25BP, HTV began broadcasting on Nod-Krai. Initially, the station was named after the then capital of Kōkai, now known as Singapore Street, but due to broadcasting to the Syōnan Archipelago and Nod-Krai, on January 1, -24BP, the name Hsinking Television was dropped and replaced with the acronym HTV, although Syōnan Archipelago and Nod-Krai had close ties to Kōkai despite their cultural differences. When ANN was established on January 1, -22BP, HTV was one of the nine founding members.
