The civil service in the Federation of Alduria and the Wechua Nation is generally considered to only include:

  • Employees of the Crown (Royal Household employees, associate support, and political advisors);
  • Federal government employees;
  • Independent agency employees;
  • Some regional and local government employees (regional financial equalization and subsidies).

The Federal Civil Service System of Alduria-Wechua serves as the permanent bureaucracy of those employed by the federal government of Alduria-Wechua. It often implements executive decisions of the Council of State and other government officials. Civil servants are expected to uphold traditional and statutory responsibilities which to some extent protect them from being used for the political advantage of the party in power. Senior civil servants may be called to account before the Federal Constituent Assembly or other bodies of local devolved governance.

The Federal Civil Service System also includes a responsibility to the government to secure impartial, expert knowledge and testimony in government matters, secure and disseminate statistics and information to the government and the public. It also provides administrative support to all of the federal government, especially to the national executive agencies that make up the Council of State.

The Federal Civil Service System also includes close to almost half of the civil service employees for the devolved administrations of Alduria and the Wechua Nation. This is due to policies of regional equalization, which has included a direct subsidy to the Regions of Alduria and the Wechua Nation towards the payroll costs of local governance and administration.
