| Founded from the micronations of [http://microwiki.org.uk/index.php?title=Empire_of_New_Europe New Europe], [[Republic of Ohio|Ohio]], and [[Democratic People's Republic of Eniarku|Eniarku]], North Keltia united under a common drive to revitalize micronationalism. Negotiations began on October 31, 2010 when the Ohio government requested to join the dying Empire of New Europe. New Europe then contacted an old ally known as Eniarku and offered that the three unite under mutual terms. At first negotiations went well with all the demands of each micronation made known within a week. But progress was slowed by the day-to-day activities of the host Wilhelm von Hartmann-Peters. With Wilhelm being an active soldier it became difficult for him to host an online meeting with the prospective member states. As events in the community continued on interest in this matter soon faded.

The three founding micronations]] On November 28, 2010 Wilhelm von Hartmann-Peters gave all prospective states a provisional terms of basic unity. The terms lay the fundation of what was still in the process of creating a fully united micronation. The terms simply abolished each micronations political parties, and collectively placed all military and foreign policy in the hands of the newly declared confederate government. The leaders of all three founding micronations agreed to the terms and the first Keltian micronational union was founded. But unification is not yet complete. Any relations that other micronations had with constituant states of the confederation are still valid but are under review to see if the new government wishes to continue them. Upon unification it was agreed on a monarchy. It was not decided however if it would be hereditary or elected. But they all agreed on crowning the New European monarch Wilhelm I as ''Emperor William of North Keltia''. [[Aaron Meek|People's President Aaron Meek]] was apointed the confederations first Prime Minister, and [[Joseph Marx|Ohio sovereign Malum I]] became Foreign Minister.

However many of the problems from each nation plagued the confederations early politics. Plans for an election to properly elect leaders failed when it became clear that there was simply not enough activity to do so. Ohio's problem of having multiple micronations claiming all or parts of Ohio still persisted. And the ideological strugles of New Europe gave the confederation a very poor reputation while even being in diplomatic isolation. And worst of all no constitution had been agreed upon. All these factors spelled disastor for a micronation barely in its infancy. Reluctantly Emperor William took absolute control of affairs. He cancelled the election and declared the only citizens were those already in power in and outside the states. All claimed populations were considered invallid until they registered on the nations website. He then demanded a full constitution be written by January 14, 2011 or he would write it himself. He then began inviting other micronations to join [http://microwiki.org.uk/index.php?title=North_American_Micronational_Culture_Organisation NAMCO]. A cultural organization he founded in 2009 but it had little success. Finally he introduced the [[Amero|Amero]] as the confederations currency. It is designed after the U.S. dollar but based off the Euro in function. He also began having conversations with foreign diplomats about expanding realistic micronational trade.

| It was while attempting to expand relations with [http://microwiki.org.uk/index.php?title=Bethania Bethania] that the confederation experienced its first diplomatic incident. On January 9, 2011, Bethania suddenly cut ties to the confederation. This was done because they said that the confederation "conviniently" left out how much influence Nazism and White supremism had on the confederations policies. When asked about it Bethania responded by telling the Emperor how they were told by an ally of theres. As well as if negotiations were to continue the Emepror's word would be needed to show that Nazism has no influence on the confederation what so ever. It was later found out that [http://microwiki.org.uk/index.php?title=Republic of Starland Starland] was the one telling Bethania about the confederations supposed influence by Nazism, and the communities history regarding New Europe. This caused a huge outrage from the government with some calling for war against Starland. However mediation from [http://microwiki.org.uk/index.php?title=Parliamentary Republic of Dorzhabad Dorzhabad] prevented any such possiblity and even improved things on both sides. The confederation was then nearly going to black list Starland but instead allowed the chance to improve relations with Starland. | With the [http://microwiki.org.uk/index.php?title=Dissolution of the Slinky Empyre dissolution of the Slinky Empyre] in January 2011, Duke [http://microwiki.org.uk/index.php?title=Dakoda I Dakoda] of [http://microwiki.org.uk/index.php?title=Georgeton Georgeton] contacted the confederation and reguested it join as the nations fourth state. The government voted in favor of admitting it into the union. Still without a standing constitution at the time Georgeton was only to surrender its foreign affairs, and incorporate its local military into the larger North Keltian Army chain of command. Granted employement into the Ministry of Foreign Affairs, Dakoda became the confederations ambassador to the Slinky Republyc after requesting the government support it. However when the [http://microwiki.org.uk/index.php?title=Dissolution of the Slinky Empyre#Slinky_War Slinky War] broke out on January 22, Georgeton independently declared war on [http://microwiki.org.uk/index.php?title=Istoria Istoria] which sparked the entire brief conflict. [http://microwiki.org.uk/index.php?title=People's Republic of Richland Richland] who had been asking not long before for the war, for a defensive alliance with the confederation. The government descided not to engage in an alliance with Richland around the same time the war started. However with Georgeton envolvement it brought into serious question the governments ability to exert control over its territories. The government issued numerous demands for Georgeton to surrender its military control to the government and cease all hostile actions. In the end the emperor issued an ultimatum that either Georgeton end its military activities or be expelled from the confederation all together. Georgeton continued to act independently and cut communications with the government. Shortly after on January 30, 2011 they united to formed the United Kingdom of New Britian and Georgeton. This act was taken as such an insult that the government declared Georgeton expelled from the confederation and has it blacklisted from joining it again. This caused threats of war along with other things from Duke Dakoda which, after seeking advice from other nations, went ignored and the situation simply faded.

| Around the same time the governments temporary territory in Georgia, U.S. experienced a rise in citizens. The Emperor gained support from his co-workers [[Jacob Ramirez]], who brought his own means of media presentation. And [[Juan Carlos]], who's high regard for tradition and skills made him the ideal candidate for the War Minister position. The government also began expanding relations with Ultamiya. Who had accepted the government request to mediate the "Cold War" between them and Richland. Likewish with settling the [http://microwiki.org.uk/index.php?title=Pimpville War Pimpville War]. As well as securing a partnership with Bethania to improve NAMCO. The confederation also began a diplomatic push to encourage micronations to enter the Microwar on Terror.

| Meanwhile the divisions among political parties was becoming more clear every day. As membership in the [[North Keltian Conservative Party|Conservative Party]] grew and their platforms for policy became public the [[Commu-Socialist Party of North Keltia|Commu-Socialist Party]] began forming policies that were clear opposite of the conservatives. In March 2011 the government recieved two new admission requests. One in Kansas and the other in Missouri. After debate between the Emperor and Foreign Minister it is still unclear wither or not the Missouri request is simply Georgeton's attempt to rejoin the confederation and have not been admitted. However the Kansas request was granted and became the [[Earldom of Atchison|Earldom of Atchison]].

| On March 24, 2011 Dakoda George sent a message to the confederation stating that a state of ''Cold War'' existed between them and the [http://microwiki.org.uk/index.php?title=Empire of Freedomia Empire of Freedomia]. The government was in shock and unsure how to respond. It's official policy regarding Dakoda George and his nation was to ignore them but [[North Keltian Congress|Congress]] voted that since it was George himself and not his nation that the issue should be confronted. In a meeting with the [[Juan Carlos|Minister of War]] the emperor did consider going to war with Freedomia but after another meeting with [[Virginia Santoya]], a prospective politician from the [[North Keltian Liberty Party|Liberty Party]], convinced him that war would not be needed. Mean while Prime Minister Meek was conducting an investigation and supported a war with Freedomia. He also noticed that the decision for cold war was an entirely random question George asked the Freedomian Co-emperor. The government unanimously agreed to not attack Freedomia or any nation that has Dakoda George as a citizen. | The confederation is self explanitory. Upon unification the primary concern was how much sovereignty would the new states lose. Officially they are no longer considered their own micronations and are subject the the laws of the confederation. But in practice each state retains almost all aspects of micronational sovereignty with only minor changes to them. Aaron Meek expressed concern that to loose of a government may reduce the confederation to an alliance than a nation. As of now the only things the confederate government control is the foreign affairs of the states as well as technical control of the military of them.

| Two states did however by their own choice completely reorganize their nations. Ohio had wanted to reform into a republic for over a year by the time it united into the confederation. And New Europe was so massive compared to the other states it was agreed by the Reichstag of New Europe to abolish the reich inside the confederation. This was done for both the practical reason it had little to no control over its territories any way. Plus given the fact that Illinois was both the birth place of New Europe and embodied nearly all aspects of its history and culture seemed to be the most sensable choice.

| However the confederations initial size was one of the last aspects of New Europe's legacy in the community. New Europe was the community's first micronation to claim whole states at a time and this was seen as rediculous by some.
