The Senate of the Lakes, enacts as follows:

  1. Every realm shall have an Office of Civil Defence under the authority of the Ministry of Civil Defence, to be headed by a Director appointed by the Minister on recommendation of the administrator of that Realm. Directors must have knowledge and experience in logistics, crisis response or disaster management. Directors serve for a minimum term of 5 years, but may be removed for cause by order of the First Secretary or resolution of the Senate.

  4. Realms shall ensure sufficient funding for their respective Office. Offices shall submit quarterly reports to the Ministry and their realm administrator.
  5. There shall be a Civil Defence Institute under the Ministry of Civil Defence to train staff and interested individuals on proper civil defence.
  6. The Minister of Civil Defence shall submit an annual report at the end of every year to the Senate on the condition of these Offices and the implementation of this Act.
