The Imperial Decree which established the Thuylemans Government.

Sovereign among Laqs, Queen of Ransenar, Rani of Tas Neemia, Emira of Sathrati, Sardar of Talenore, Princess of Hurmu, Princess among the Lakes, Duchess of Brookshire, Duchess of the Guttuli, Duchess of Chestnut, Duchess of New Aquitane, Marchioness of Zy-Rodun, Khanum of Caer Lum'ruush, Countess of Upper Macon, Countess of Andiopolis, Countess of Dracoheim, Countess of Istvan, Baroness of Port Mills, Lady of Zauberförde/Senkyōwan, Lady in Jorvik, Progeny of the Once-Living God, Scion of the King of Kings, Thane of the Shirelands, Keeper of the Apollo Legacy, Grand Master of the Orders of the Dragon, of Griffin, of Phoenix, and of Chimera, Sovereign of the Golden Mango Throne, Lord Mayor of the City of Vladagrad,

announcing for the sake of all Shireroth that,

For the purpose of establishing a new government for Our Imperium,

1. The Good Louis Thuylemans from Batavia shall serve as Our Steward and lead Our government.
2. The Admirable Guang Gao, Lord of Blackrock Fields, shall serve as Minister to the Steward.
3. The Admirable Kai bi-Folłur-Tuifals, Lord of Folłur, shall serve as Commissioner to the Steward.
4. The following appointments are made to the major posts of the Imperial Household:

   (a) The Admirable and Illustrious Evgeniya Sotnikova, Countess of Schwinn, as Chamberlain of the Household;

   (b) The Hypate, Mari Eiskar, as Master of Pages;

   (c) The Honourable Mahmood Ali Caprici Maleki from Talenore, as Master of Endowments;

   (d) The Admirable and Illustrious Dina Niit n Taag, Countess of Highpass, as Dean of the Dirâsat-an-Nûr;

   (e) His Illustriousness, the Master of Soldiers Loran Zælïar (retired), as Commissioner of the Crypteia.

5. The following ministerial appointments are made:

   (a) The Good Eamon Viperenoire from Dragacht, as Minister of Rites;

   (b) The Good Ariky Skoþna from Yardistan, as Minister for the Imperium in Benacia;

   (c) The Admirable and Illustrious Li Suyi, Count of Qaoshan, as Minister for the Imperium in Apollonia;

   (d) The Admirable Zhao Feng, Lord of Nangang, as Minister of Military Affairs;

   (e) The Good Milou Fitzruss from So-Sara, as Minister for Territories beyond the Imperium;

6. The following imperial commissions within the Ministry of Rites are filled:

   (a) The Good Wu Cheng from Haigong Province, as Commissioner for Adorations;

   (b) The Honourable Wei Lei from Hondon Province, as Commissioner for Venerations;

   (c) The Good Alexandra Selenita from the Guttuli, as Commissioner for Ranks.

7. The following imperial commissions within the Ministry for the Imperium in Benacia:

   (a) The Good Haasis Zmorge from Maltenstein, as Commissioner for the Benacian Fiscus;

   (b) The Admirable Heribrecht Ukkel, Lord of Archem, as Commissioner for the Benacian Works and Cadastres.

8. The following imperial commissions within the Ministry for the Imperium in Apollonia:

   (a) The Good Jing Ming from Hondon Province, as Commissioner for the Apollonian Fiscus;

   (b) The Good Ru Tsukano from Qianjin Province, as Commissioner for Apollonian Works and Cadastres.

9. The following imperial commissions within the Ministry of Military Affairs:

   (a) The Good Dariush Parvish from Lulin Province, as Commissioner for the Defence of Eastern Benacia;

   (b) The Honourable Wu Hei from Xianbei Province, as Commissioner for the Defence of Apollonia;

   (c) The Admirable Rudolf Meyskens, Lord of Nesse, as Commissioner for the Defence of Batavia and Outlying Dominions and Territories.

10. The following imperial commissions within the Ministry for Territories beyond the Imperium:

    (a) The Good Ali Mehram from Woodshire Circle, as Commissioner for Benacia;

    (b) The Good Alexander Murena from Shirekeep, as Commissioner for the Raspur Pact;

    (c) The Good Argon Starling from Amity, as Commissioner for International Diplomacy and Trade;

    (d) The Admirable Lei Liang, Lady of Dangyang, as Commissioner for Communications with the Green.

Furthermore, all named herein are summoned to Raynor's Keep that they may present themselves to Our presence, make oaths, and receive badges of office.
