The Administration of Premier José Manuel Montero began on 1.X.1749 AN following the 1749 general election and Montero's appointment by the King as formateur.[2] Montero secured a governing coalition on 9.I.1750 AN.[3] A former Defense Secretary under Juan Pablo Jimenez, Montero led the Federal Humanist Party to electoral victory with 360 seats, though initially falling short of the 375-seat majority required to form government. Following the Pact of Shadows scandal and subsequent defection of 16 opposition deputies over corruption allegations, Montero secured the confidence of the Cortes Federales with 376 votes, enabling him to become Nouvelle Alexandrie's next Premier.

The Montero administration represents a generational and stylistic shift from its predecessor, emphasizing clean governance, technocratic competence, and anti-corruption measures. Montero's government formed as a FHP minority government with confidence and supply support from a cross-party group of deputies who broke with opposition leadership over integrity concerns. This unique governing arrangement has been characterized by political observers as both a mandate for reform and a coalition unified by principles rather than traditional partisan alignment.
