Witold Maria Karków is a Ciric and Vatakanian businessman and politician who served as the first and founding Premiere of the Free City of Vatakan, and was responsible for the city's intense early integration with the Andromeda Tech Corporation. Witold also serves as the Director of Apollonia for the Andromeda Tech Corporation, as he is the highest-ranking executive in permanent residence in a nation in Apollonia in which the corporation maintains a presence.
Early Life
Witold Karków was born in 1649 in the city of Zaisten, in the governorate of Paroka of the Ciric Confederacy to middle-class scientist parents Stanisław and Katarzyna Karków. Witold left home and travelled to the city of Stonewall at the age of eighteen where he studied mechatronics and networking at the Damien-Ritter University before dropping his courses two years in at age twenty and changing to a combined economics-political science education, which he carried through to his graduation at age twenty-six. Witold formally joined the Confederate United party when he was twenty-four and continued to be a part of the party until he left the confederacy. Witold was also hired into the Andromeda Tech Corporation proper when he was twenty-three as an accountant.
Andromeda Tech Corporation
Witold's rise through the Andromeda Tech Corporation was swift, with his economics expertise and networking skills (despite dropping out of the university course) allowing him to create a network of trust which propelled him through the ranks. The corporation also actively supported Witold's political life with funding for his campaigns for election, which allowed him to be elected to the local parliament of Paroka, serving two terms before leaving. Witold was appointed as a foreign operations executive in 1674.
Ciric Confederacy
In the Ciric Confederacy, Witold was primarily concerned with politics. As previously mentioned, he was elected twice to the local parliament of Paroka in 1665 and 1668, and was appointed as the Proctor of Finances of the Ciric Confederacy by then Suzerain Egil Maddox in 1671. Witold left this office in 1674, when he became more closely involved with the Andromeda Tech Corporation, as well as being involved with the planning of the Vatkavish expedition that would eventually lead to the foundation of Vatakan.
Premiere of Vatakan
In mid 1680, the city of Vatakan heavily shifted its governmental system, which caused the city to transition from a more traditional and less powerful village system into a democratically-based system that allowed the government to begin exerting real control over the citizens of Vatakan, such as by initiating a tax system and beginning the buildup of a militia. This government was heralded by democratic elections of a Premiere, who would be responsible for the executive branch of the new government, and the members of the Vatakan Board of Associates, which would serve as a unicameral legislature. Witold ran a swift and successful campaign and was elected as Premiere, representing his quickly-formed Darmowe Watakan party in government.
Witold would then go on to lead the city during its purchase by the Andromeda Tech Corporation, becoming an essential part of the transition of ownership and the re-election that became necessary after the corporation instituted a rule that disallowed people who weren't employees of the corporation from running for office, which pushed forty-one members of the fifty-seat Board of Associates out of their offices. Following this shake-up, Witold led the city in its construction of the Tarnow Islands, which were artificial islands on the Klocław Peninsula, as well as in the modernisation of the city with underground farms so that the city could supply itself with some of its own food again. Witold espoused a strong desire for "Vatakan interconnectivity with a capacity to function independently".
Witold had already begun speaking about his plan for re-election in the Vatakan elections in 1682 AN, where he would run for Premiere again.
