PREAMBLE:

We, the subjects of East Wall, a bailiwick of the Sovereign Confederation, hereby establish this charter to govern ourselves and our community in accordance with the principles and policies of the Confederation. Recognizing the diversity of our origins and the commonality of our aspirations, we resolve to foster a society of justice, equality, and mutual respect, guided by the values of the Confederation.


ARTICLE I: GOVERNANCE

Section 1: The council.

The council of East Wall shall be the supreme governing body within the bailiwick, and shall consist of eight representatives, one from each of the eight Meridional families who reside in East Wall. The council shall be responsible for the general welfare of the community, and shall have the power to make decisions on all matters of governance and development.

Section 2: Elections.

The council shall be elected by the subjects of East Wall every four years, through a process of direct suffrage. Any subject of merit who is at least eighteen years of age and has lived in East Wall for at least one year shall be eligible to vote.


Section 3: Powers and responsibilities.

The council shall have the following powers and responsibilities:

  • To make laws and regulations for the good governance of East Wall
  • To levy taxes and fees for the maintenance and improvement of public services
  • To oversee the administration of justice and the maintenance of public order
  • To promote the economic and social prosperity of the community
  • To represent the interests of East Wall in its relations with the Sovereign Confederation and other governments and organizations.


ARTICLE II: SUBJECTS

Section 1: Rights and duties.

The subjects of East Wall shall enjoy the following rights and shall be subject to the following duties within the bounds of Soveriegn law:

  • The right to life, liberty, and the pursuit of happiness
  • The right to freedom of speech, religion, and association
  • The right to vote and participate in the political process
  • The duty to respect the rights of others and to adhere to the laws of East Wall
  • The duty to serve on juries and to contribute to the common good through public service.

Section 2: Resolving disputes. Any dispute between subjects or between a subject and the council shall be resolved through a process of mediation or, if necessary, litigation in the courts of Capital.
