The Treaty of friendship and non-aggression between the Federation of Nouvelle Alexandrie and the Grand Duchy of Lac Glacei was the first treaty between Nouvelle Alexandrie and Lac Glacei. It was signed on 2.1695 AN by Maximinus Kerularios on behalf of Nouvelle Alexandrie, and Orion II on behalf of Lac Glacei. The treaty sets out the relationship between the two countries.

Immediately following the signature, Nouvelle Alexandrie opened up an embassy in Monte Glacei and Lac Glacei an embassy in Cárdenas.

Text of the Treaty

TREATY OF FRIENDSHIP & NON-AGGRESSION

between the

FEDERATION OF NOUVELLE ALEXANDRIE

and the

GRAND DUCHY OF LAC GLACEI

The King of Nouvelle Alexandrie,
The Grand Duke of Lac Glacei,

having come into contact with one another, and finding their interests to be mutual, do desire to formalize and secure their cordial feelings, having shared historical and cultural ties, both nations have agreed as follows: -

Article 1.

  1. Nouvelle Alexandrie and Lac Glacei recognize the other's sovereignty and right to self-rule of its state, its peoples, and its government institutions.
  2. Nouvelle Alexandrie and Lac Glacei recognize one another as the rightful owner of all territory that they claim Micras.
  3. There shall be a lasting friendship and state of fraternal cooperation between Nouvelle Alexandrie and Lac Glacei, with both nations committing to resolve all mutual disputes peacefully, using a neutral third party agreed to by both should this prove impossible by normal channels.
  4. There shall be established in the City of Cárdenas an embassy of the Grand Duchy of Lac Glacei, afforded the protection to its grounds, ambassador and staff as are consistent with the norms of international law.
  5. There shall be established in the City of Monte Glacei an embassy of the Federation of Nouvelle Alexandrie, afforded the protection to its grounds, ambassador and staff as are consistent with the norms of international law.
  6. Between the territories of Nouvelle Alexandrie and Lac Glacei there shall be freedom of commerce and navigation. Nouvelle Alexandrie and Lac Glacei shall not restrict or hinder the right of passage along the waterways of the Tomann Straits for any Nouvelle Alexandrian-flagged or Lac Glacei-flagged ships.

Article 2.

  1. Nationals of either Nouvelle Alexandrie and Lac Glacei shall be permitted, subject to immigration laws and regulations, to enter the territory of the other, and to reside therein for the purpose of engaging in peaceful and lawful industry, carrying on international trade, or pursuing studies, upon terms no less favorable than those accorded to nationals of any third country; with exceptions provided for public order, safety, or morals.
  2. There shall be freedom of transit through the territories of Nouvelle Alexandrie and Lac Glacei by the routes most convenient for international transit:
    1. for nationals of the other, together with their baggage;
    2. for other persons, together with their baggage, en route to or from the territories of such other, as allowed by the laws; and
    3. for products of any origin en route to or from the territories of the other.
  3. Such persons and things in transit shall be exempt from customs duties, from duties imposed by reason of transit, and from unreasonable charges and requirements; and shall be free from unnecessary delays and restrictions. They shall, however, be subject to measures and nondiscriminatory regulations necessary to prevent abuse of the transit privilege.
  4. Nouvelle Alexandrie and Lac Glacei shall make available the best facilities practicable for travel by tourists and other visitors with respect to their entry, sojourn, and departure, and for the distribution of information for tourists.
  5. The present Treaty does not accord any rights of the nationals of either Nouvelle Alexandrie and Lac Glacei to engage in political activities in the other.

Article 3.

  1. Nouvelle Alexandrie and Lac Glacei shall have proper and open channels of communication so to facilitate dialogue and future cooperation.
  2. Nouvelle Alexandrie and Lac Glacei shall not engage in or sponsor any covert or overt military activity against the peoples or government institutions of the other.

Article 4.

  1. This treaty may only be amended, revised, enlarged and expanded upon the concurrence of both signatory parties. Any contrary action or measure shall be null and void.
  2. This treaty shall enter into force upon ratification of both signatories in accordance with their native constitutional procedures.
  3. The signatory parties may repeal this treaty on the condition of a notice of one year according to the calendar of Emperor Norton.

In witness whereof, the aforementioned plenipotentiaries have signed their names and affixed their seals.

Done at the Palace of the Grand Duke, in the city of Monte Glacei, this 1695 AN.
