The Refugee Assistance Program Act, 1757, also known as the R.A.P. Act is an Aerlan law enacted on 8.III.1757 AN that created the Refugee Assistance Program which, in concert with the Ministry of Social Affairs, coordinates housing and nutritional aid to refugees. The act also allowed for the admission of refugees to Aerla who fled their home country due to their sex, gender identity, and/or sexuality. This latter program was heavily inspired by Nouvelle Alexandrie's Rainbow Haven Visa Program.

Aerlan media believed the legislation was platformed due to rollbacks in LGBTQ+ rights in Phinbella following it's exit from the Order of the Holy Lakes.
