The People's Academy of Elwynn, founded in Eliria in 1551 by Rai Avon-El, survived for a time in Free Elwynn despite its dissolution in mainland Elwynn in 1699. In Cimmeria and Hyperborea, it continues to bear the same name as originally founded. With it being cut off from its financing via the Avon-El fund, the Congress of Free Elwynn incorporated the People's Academy of Elwynn as a state-owned university system. The Vankarha Su Mek, previously an independent university, was incorporated into the reorganized People's Academy of Elwynn. The institution was suppressed in 1707 AN and its colleges subordinated to the Benacian Academy, whilst retaining their autonomy as part of Cimmeria and Raikoth Autonomous Region.
