The Panopticon-Clover Interface Protocol, commonly referred to by the informal term Communing, is a technical framework enabling secure data exchange between the information technology systems of Nouvelle Alexandrie and the Benacian Union. Developed between 1728 AN and 1731 AN, the protocol facilitates near real-time dialogue between the Clover AI system and the Panopticon Nexus, permitting military planning coordination between Raspur Pact allies while preserving the security architecture of the Benacian Data Network.

The protocol emerged from recognition that the Benacian Data Network operated on fundamentally different principles than the conventional internet infrastructure used by most nations, including Nouvelle Alexandrie. Direct integration posed unacceptable security risks to the Panopticon Nexus, which Benacian authorities considered vulnerable to data corruption and security flaws inherent in external networks. The solution employed artificial intelligence systems as intermediaries, with Clover and its Benacian counterparts translating and validating data exchanges without exposing either network to direct connectivity.

In 1730 AN, the Clover AI achieved a technical milestone when it became the first New Alexandrian machine intelligence to establish compatible two-way data exchange with Benacian military systems. A "Red Clover Team" was subsequently deployed to support Benacia Command operations beginning in 1731 AN. The protocol enables the Joint Warfare Analysis Center to incorporate Benacian threat assessments and force disposition data into the MERIDIAN Simulation Environment when conducting war games involving coordinated Raspur Pact operations. Elements of the Special Task Force of the Confluence have served as the primary testing ground for commissariat and logistics applications built around the interface.
