Operation Valukatophan is the code name for the Çakaristan Secret Service program to arm and train the forces of the Ancient Realm of Karnak. The aim was to stabilise the tearing unity and communal peace of The Hexarchy, in which Karnak threatened to lose out.
As military attachés were seen in Karnak's capital, Abyd'os, reports of this came to the media. Initial queries from journalists were dismissed with a press release that the presence was as protection of the consulate in Abyd'os. However after it became clear that funding was being made available, and military trainers also travelled there, the Vizarat al-Harb gave more disclosure.
By 1746 AN, a camp had been built up in Abyd'os. This camp was called "Camp Karnali", a reference to the oldest nation in western Keltia. The camp housed the Çakari military trainers and is a base for training the Karnak troops. Joint patrols were conducted, especially towards the unstable border with the Dark Berry Islands and the Great Sandy Desert.
There was criticism from the Çakari Congress about the rising cost of the operation. But the Vizier al-Harb declared before the Majlis al-Shuyukh committee that the costs would no longer increase substantially. This earned the Vizier jeers from members and made headlines. Indeed, the interim financial audit for the financial year 1746 AN showed no increase over the previous year.
In late 1746 AN, the operation took on a new dimension. The possibility that Vanics would flee southward to Hurmu Normandie and Karum caused the operation to expand to the northern border of The Hexarchy. As a result, Çakari troops moved into Fort Defiance to coordinate this new threat. This expansion caused some tension with the other realms of The Hexarchy, because the presence of Çakari troops was not limited to Karnak, but also extended to Arumen and Pyrax.
