Operation Salvation is the code-name of a Ransenari-led multinational force which operated in the former Verionist territories of Monty Crisco and Elsenar in Benacia. After the Verionist Great Disaster, the Ransenari Congress voted to authorize the Ransenari armed forces, with the assistance of Shirerithian and Raspur Pact advisers, to enter Elsenar and Monty Crisco to restore order and achieve common humanitarian goals.

Operation Salvation was charged with establishing order in Elsenar, set up civilian governance, and secure its integration into the Kingdom of Ransenar. In both Elsenar and Monty Crisco, Operation Salvation created a stable and protected environment for conducting large scale humanitarian operations, which include medical and scientific missions with Raspur Pact partners and Aldurian health care humanitarian missions.

On 13.III.1677, the government of Ransenar declared an end to official peacekeeping operations in Elsenar, having annexed it to the Kingdom of Ransenar as its newest county. The inauguration of the newly restored county and local governments in Elsenar soon followed. Military operations continue in Monty Crisco, mainly concerned with assisting Shireroth with the maintenance of order and regional security, and the delivery of medical and economic aid to those communities impacted by the Verionist Great Disaster.

Background

Faced with a large scale biological, radioactive, and humanitarian disaster in Elsenar and Monty Crisco, a complete breakdown in the civil order led Lord High Steward Sean O'Callaghan to establish a plan in concert with the Imperial Regency in Shirekeep to accomplish common humanitarian and security goals in the area and secure regional stability.

The plan was sent to the Ransenari Congress for consideration, where it received large support from Congress in hopes that the mission could secure a national goal with Ransenari unification. The resolution passed and was signed by the Lord High Steward on 9.I.1676. The resolution has given the Government of Ransenar power to "employ action by air, sea, or land forces as may be necessary to restore and maintain peace and security."

Agreements for food, medicine, and medical care distribution began to be established with communities and groups of survivors that were formed across Elsenar and Monty Crisco soon after passage of the resolution in the Ransenari Congress.

Operation Salvation served as the base for a larger state-building and Ransenari unification initiative spearheaded by the government of Lord High Steward Sean O'Callaghan and Goldfield. Agreements between Shireroth and the Kingdom of Ransenar gave way to official recognition of the annexation of Elsenar, thus achieving the reunification of Ransenar, with the exception of the Verionist-held city of Chryste.

Results

As the last vestiges of Verionism outside of Chryste in Ransenar were aggressively wiped out, the government of Elsenar faltered. The Verionist Disaster and the weak remnant government in Elsenar had caused an exodus of thousands of Elsenari fleeing to Ransenar. The Government of Ransenar implemented the Territorial Organization Act that quickly integrated Elsenar into the Kingdom and proceeded to establish a new Goldfield-sanctioned local government for Elsenar. An agreement between the Imperial Regency and Ransenar later gave official recognition to the annexation of Elsenar and full sovereignty to the newly unified Ransenari state.

  • Ransenari unification;
  • Mass seizure of leftover Verionist assets, infrastructure, a "national cleansing" effort where all remaining vestiges of Verionism are wiped off the newly gained territories;
  • Series of mob-led pogroms that led to the murder of Verionist sympathizers and accomplices across Ransenar, the government had to crack down on the murders and re-establish peace (but of course, not before almost all Verionists were pressured into exile to Chryste or outright murdered);
  • Dissolution of the Ransenari Congress in 1677 to allow for elections in 1678 following the approval of the Local Government Act and the new seat apportionment numbers integrating Elsenar into the Congress;
  • Plan of National Reconstruction;
  • 1678 Ransenari general election;
  • Large IDP victory, huge gains from Elsenar as Aldricism and the IDP step into the political vacuum in the aftermath of the Verionist disaster;
  • Rapid redevelopment and reconstruction of affected areas, implementation of regional Five-Year-Plans.

Monty Crisco

In Monty Crisco, the Ransenari intervention in historically strong IDP-supporting areas, led to clashes between the Ransenari forces and Brookshire Anti-Alienation League (BAAL). In the end, the Ransenari forces, with their discipline and local support from the moderate Democrats and conservatives in the area prevailed. Local governments petitioned Ransenar for integration into that Kingdom, believing that Ransenar offered Monty Crisco more security and stability than the ever-falling Shirerithian empire would. Ransenar's economy had been booming, and Shireroth's shrinking for every year.

Ransenar and Shireroth began discussions on the matter. At first, Shireroth was critical of the proposal of full Monty Crisco integration to Ransenar. Shireroth even opposed any cession of territory. However, with Ransenar controlling the trade routes between Shirekeep and Shirerithian-held Kezan, antagonizing Ransenar would only create more problems for Shireroth, the imperial government found. As such it reluctantly agreed to the transfer of territory, excepting however the estate of Montrano (an estate belonging to the Kaiseress, famous for where Kaiser Ayreon IV grew up). These news reached the rest of Brookshire, leading to mroe BAAL violence and clashes across the duchy. Another IDP-supporting area in Caverden, specifically a number of communities by Citadel, petitioned both Ransenar and Shireroth for inclusion in the territorial settlement. Shireroth could do nothing at this point than to agree. As such, the two parties ratified the territorial transfer, leading to Shireroth losing a large portion of its core territory in Brookshire.
