The National Industrial Nurturing of the Economy (NINE), is a five-year plan developed by the Imperial Republic of Shireroth aimed at strengthening and reviving their economy through uniting the industries of the eastern, central and western dominions. Started as a five year plan of the Thuylemans Government, it focused on the industrialization and promoting growth in key industries such as infrastructure, manufacturing, technology, and agriculture. The plan was introduced after the integration of the Jingdaoese and Batavian territories and out of a desire to combat the problems which arose with the expansion of population and land, while making the country less dependent on its Raspur Pact allies, especially the Benacian Union.

First plan (1717 AN - 1722 AN)

Some key features of the NINE include:

  • Agricultural development: Through sharing know how and invest in modernization of the farms, the government wants to make the Imperial Republic the granary of the Raspur Pact and - by extension - the whole of Micras. Restoration of destroyed or abandoned farm fields in Greater Kildare are expected to make the Empire self-reliant.
  • Infrastructure development: This includes building new roads, bridges, ports, airports, railways, and power plants to support industrial expansion. A heavy focus on restoring communications between the territories.
  • Resource extraction: to support the expansion of the military-industrial complex, the oil extraction in southern Benacia and the Antican Sea are to be expanded and stimulated. Existing companies are subsidized to expand their operations to find and increase extraction. Other resources, like coal and iron are to be stimulated.
  • Tax breaks and subsidies for businesses: To encourage investment and job creation, the government provides tax rebates and low-interest loans to companies that expand production facilities within Shireroth.
  • Workforce training programs: Expansion and specialization of State schools are meant to start a program which focuses on developing a skilled workforce able to meet the demands of growing industries. Training programs cover topics like engineering, computer science, robotics, and advanced technologies.
  • Public private partnerships: The program seeks collaboration between public institutions and private sector enterprises to create research centers, innovation hubs, and incubators to become less dependent on the allies of Raspur Pact.
  • Rural development initiatives: NINE targets rural areas to improve access to basic services such as education, healthcare, water supply, sanitation, electricity, communication, transport, and financial inclusion. By doing so, these communities become more self-sufficient, and small businesses can thrive locally.
