The Moorland Plan (officially the Moorlander Recovery Program, MRP) is a joint New Alexandrian and Natopian comprehensive economic and humanitarian assistance program to support the recovery and development of Moorland. Following the East Keltian Collapse, Moorland experienced a large influx of millions of refugees, as well as a massive flight of capital, people, and resources from Normark and Anahuaco. The plan is designed to stabilize the Moorlander economy, promote industrial growth, and support the integration of the displaced populations and the incoming wealth and resources.

In the aftermath of the East Keltian Collapse, Moorland found itself grappling with a significant humanitarian crisis as it opened its borders to millions of refugees fleeing the instability in Normark and Anahuaco. Simultaneously, a vast influx of capital, companies, and wealthy individuals from these nations sought a safe haven in Moorland, bringing with them substantial financial resources and valuable assets. This sudden population surge and the accompanying economic shift placed immense strain on Moorland's infrastructure and social services, while also presenting unique opportunities for growth and development. Recognizing the challenges and potential faced by Moorland, Nouvelle Alexandrie and Natopia, allies of Moorland through the Raspur Pact, jointly proposed the Moorland Plan as a means to address the crisis, harness the incoming resources, and foster long-term stability and prosperity in Moorland.
