Law enforcement in Sanama (Third Republic) under the Third Republic is primarily a national matter.

Law enforcement agencies in Sanama

National

There are several agencies responsible for law enforcement on the national level under the Third Republic, although until the establishment of the Kalisa Rrumëli on 1.I.1681, there was no general purpose agency. The Border Protection Service was a branch of the Sanaman Armed Forces responsible for border control. The service merged into the Kalisa during 1682. The Kalisa is also a branch of the military, with military police duties in the armed forces, and civilian duties for public safety and law enforcement in Sanama proper, Highpass, Western Shimmerspring, and other places like properties owned by the national government and military facilities. The KRr does not handle federal criminal investigations, searches or seizures. Those tasks are the responsibility of the Kalisa Sivile, a civilian national law enforcement agency. There are also several other specialised law enforcement agencies. The Immigration and Customs Enforcement Service is responsible for the enforcement of immigration and customs law. The National Marshal Service provides warrant and security services for the national courts system. The Sentience Enforcement Service enforces legislation relating to non-human sentient species. The Postal Enforcement Inspectorate investigates crimes committed against the postal system. Several other agencies also have law enforcement adjacent duties.

Provincial

Each province has a regiment of the KRr responsible for general law enforcement. In addition to this, each province also has a section of the Kalisa Sivile. Many urban areas also have local police forces, with various competences. Each province also has a department of public safety, which is often organised as a police department, but in some cases as a provincial security department, policing provincial property and parks.

The National Capital District, coterminous with Sanama City, is policed by the Sanama City Police Department. The Kalisa also has a large presence in the territory since national property is the responsibility of the Kalisa.

Local

Many urban areas in Sanama have separate local police forces. These can be armed or unarmed and are mostly used as a reinforcement of the KRr as well as enforcers of local regulations and by-laws. They are usually concerned with parking enforcement, traffic enforcement, and public order and safety. The local ffaman sawa system in Sanilla and Amarra also employ one or several peace officers for general policing, security and safety duties within the ffaman sawa area. These officers do not have police powers, instead relying on generally available citizen arrest powers. They are not officially armed, but often carry private firearms.

Autonomous countries

Both Cisamarra and Thanatos have separate police services tasked with enforcing autonomous country laws, while the KRr and KS enforce national laws. Highpass has no territorial police force. All public safety and law enforcement is the responsibility of the Kalisa Rrumëli, reinforced with regular units from the Army. As an autonomous country, Highpass can form a separate police service.

Law enforcement during the First Republic 1671–1678

Law enforcement in Sanama (Third Republic) is primarily a cantonal matter. All cantons therefor maintain cantonal police forces with varying responsibilities. Many cantons also have communal police forces, especially in urban areas, while rural areas are often patrolled by cantonal police. Most cantons, with some exceptions, name their law enforcement agency the Public Safety Service or Department of Public Safety. This is to emphasize the primary role of the police being service to the public. Through federal coordination, all cantons have independent supervisory agencies responsible for holding the police forces in the canton accountable for any overstep in their legal authority. There is also a federal law enforcement system responsible for enforcing federal law, as well as law enforcement efforts spanning the entire country.

Due to the precarious security situation in primarily northeastern Sanama, most police forces are armed. In some smaller southern communities, law enforcement officers are not officially armed. It is however common for communal safety officers to carry personal firearms.

Cantonal police

All cantons maintain their own police forces, since law enforcement of cantonal law is a cantonal matter. Each canton is free to organise its police force in any way it chooses. Through federal coordination, all cantons have agreed to a set of common minimum standards that need to be met by all police forces. The federal government also maintains a police academy for the entire country, but some larger cantons maintain their own academies as well. A notable cantonal academy is the Northeastern Police Academy, based in Riverden. It serves as the police academy for all cantons in the Northeast region. The police in Cisamarra are usually called Polizia Cantonale or for example Polizia Acquecaldese, while in Amarra and Sanilla, they are usually called Public Safety Service or a variation of that, but colloquially they are usually called Пoлиcия in Amarra and Polisiya in Sanilla. In the northwest they are usually named, for example, Riverden Cantonal Police.

Communal police

There are usually communal police forces in the urban areas. Since Sanaman communes are small, these are often organised across several communes, or sometimes on the district level. Their role and responsibilities differ greatly from canton to canton. Each commune also often has an office for public safety staffed by one or several public safety officers.

Federal police

There is no general purpose law enforcement agency on the federal level. The Federal Police Council is responsible for national coordination between the various cantonal police services. The council consists of all 69 cantonal police chiefs. The chiefs elect an executive committee of 15 chiefs. The council maintains a small investigation bureau, tasked with investigating violations of laws that are solely within the federal competency, like currency forgery and treason. It is also rumoured that the council maintains an elite counter-terrorism force. That information is however classified.

The federal government also maintains the Customs and Border Service, responsible for border checkpoints and airport entry, as well as customs checks.

The military maintains a military police service, that provides police and security services at military installations. In certain areas, where the security situation is especially grave, military police assist the cantonal police with public safety patrols. The military police also provides security for high ranking government officials and certain federal properties, like the Federal Palace in Niyi.
