Helloday Summerhigh 23rd, 149 AL	Expansion of the Kalgachi Frontier	WHEREAS the Jollity of Toastytop has been reconnoitred and found eminently suitable for inclusion into the Garden of Kalgachia, AND WHEREAS there has been a settlement of refugee populations around Kalgachia's limitrophes in general but Western Novodolor in particular, possessed as they are of viable agricultural land and a desire for the protection of a sovereign state against the ravages of mutant fauna and rampant criminality, AND WHEREAS the Garden of Kalgachia is now in a position to provide that protection, 1. THE COUNCIL OF PERFECTI hereby asserts claim upon the following territories, with a view to their inclusion within the Garden of Kalgachia: a) The Jollity of Toastytop in its entirety, to be renamed the Lieutanancy of Jollity, with the relevant Lord Lieutenant's title and office held in trust on behalf of he who is known and beloved by all the Minarborian diaspora as Lord Toastypops the Jolly Reaper, or else the first identifiable relative of his line, in sure and certain hope that he or they may someday return to take up the lantern of jollity and shine its light once more upon Benacia's benighted masses, b) An extension of the Lieutenancy of Katarsis into Southwestern Highbloom as far as the Shirerithian frontier, c) An extension of Kalgachi territory into Western Novodolor, incorporated as the Lieutenancy of Schlepogora and administered from that town. d) An extension of Kalgachi territory into northern Whisperwood, such as the docility of the local biome might permit, administered from the town of Lithead and incorporated as a Lieutenancy of the same name, e) An extension of Kalgachi territory into Eastern Vollity, administered from the town of Bergburg and incorporated as a Lieutenancy of the same name. 2. Byeday Summerhigh 17th, 149 AL	Assistance in the Liberation of Mishalan	WHEREAS events in Shireroth may soon create a possibility for the return of Kalgachia's Mishalanski diaspora to their homeland, AND WHEREAS the original passage of said diaspora to Kalgachia was much afflicted with deadly attacks by mutant fauna turned loose by the collapse of the Empire of Minarboria, requiring a greater degree of protection on their return trip, AND WHEREAS upon return to their homeland, said diaspora will require the means to fully dismantle the oppressive apparatus of the Elwynnese throne and the Vanic Temple, and to evict the asset strippers of SEKEF and the Froyalanish landlords who have stolen their homes and collective property, AND WHEREAS the containment and rollback of the Froyalanish juggernaut, like the Ocian threat of old, has increased in urgency to become the concern of the entire Benacian continent, 1. THE COUNCIL OF PERFECTI hereby authorises the creation of the Konkordskaya Bratva, a league of Mishalanski exiles committed to the recapture and purgation of their homeland from all Froyalanish and Amokolian puppet influences. 2. The Konkordskaya Bratva is to be led by displaced commissars of the Soviet Mishalanski security forces, trained and equipped with small arms by the Kalgachi Defence Force. 3. Those cavalry bears brought to Kalgachia by Mishalanski refugees will be starvation-trained in the tracking and devouring of persons bearing the combined scent of mead and tumescent genital seepage - the olfactory hallmark of the Froyalanish race - and integrated into the Konkordskaya Bratva with their riders for future operations within Mishalan. 4. The Konkordskaya Bratva will remain on standby to return to their homeland as soon as is politically feasible, to assist Shirerithian imperial authorities in the restoration of order to Mishalan's rural and frontier areas, monitoring and if necessary enforcing any legal obligation on the part of the Elwynnese Union which may arise concerning the withdrawal of Elwynnese control in Mishalan and the reversal of its accumulated effects.
Pleaseday Summerhigh 9th, 148 AL	Military Operations on the Moribund Shrublands, Phase Two	WHEREAS Operation Credulity's Edge has secured its objective of proving the supinity of the rump Minarborian state in the face of Kalgachi interests sufficient to prove Kalgachi sovereignty as a matter of cartographic record, AND WHEREAS this development has entailed a shift of priorities toward reconnaissance and prospecting operations in Kalgachia's more immediate limitrophes, 1. THE COUNCIL OF PERFECTI hereby instructs the Kalgachi Defence Force to terminate Operation Credulity's Edge, to withdraw the entirety of its presence from the ruined Shrubbery of Sansabury, and to forever leave the fabled abode of the shrub Minarbor and his blue-haired keeper to the cruel vicissitudes of fate, this without prejudice of the right of the Chairman of the Council of Perfecti to continue speaking for the Minarborian rump state on the international stage until he sees fit to relinquish that duty. 2. The Council of Perfecti instructs those forces released from Sansabury to establish standing patrols in the highland regions of Western Novodolor, Northern Whisperwood, Eastern Vollity and Western Highbloom, in such patterns and dispositions and with such reinforcements as the High Command of the Kalgachi Defence Force sees fit, and for its contituent units to be assigned a rota for periodic leave in Kalgachia proper as recognition for the sacrifices exacted during their prolonged and ongoing deployment. 3. The Council of Perfecti further instructs the High Command of the Kalgachi Defence Force to undertake preliminary reconnaissance, training, marshalling and briefing of its forces for the purposes of enacting the annexation of the holy land of Toastytop, in a manner as sensitive and civil as possible to any remnants of the administration of Lord Toastypops or his army of jolly minions residing therein.
Byeday Summerise 23rd, 146 AL	Asylum for Mishalanski Refugees	WHEREAS the throne of Shirerithian Elwynn has, under the guise of retribution for the perceived excesses of Mishalan's defunct ergatocratic regime, seen fit to pursue the systematic eradication of the Mishalanski identity pursuant to said throne's ongoing programme of Froyalanic homogenesis, AND WHEREAS those disenfranchised by the imposition of such alien rule might reasonably consider their current welfare emperilled by association with the previous regime and their previous fealty to the Imperial Republic of Shireroth rendered forfeit, AND WHEREAS such individuals may consider their welfare and personal dignity better attended outwith the jurisdiction of the above polities, 1. THE COUNCIL OF PERFECTI hereby extends the offer of asylum to those emperilled individuals capable of escaping the region of Mishalan and transiting the ungoverned wastes of the Minarborian Shrublands to contact Kalgachi troops or reach the Kalgachi border itself. 2. Such individuals shall be free to practise an amended form of ergatocratic existence under the communal auspices of Kalgachia's monasteries, subject to the renunciation of certain strains of their previous ideology such as hard materialism, the abolition of the family unit, proletarian internationalism and other causes contrary to the natural order of the Garden Ketheric. 3. Of such individuals, priority of entry and settlement shall be granted to those skilled in engineering, agronomy, medicine or martial affairs, who shall receive the designation of 'Proletarian Specialist' and assigned to the appropriate training cadres of the Kalgachi government to assist in the development of national infrastructure. 4. Kalgachi military forces operating in Highbloom and Novodolor are authorised and instructed to use any level of force necessary in defending such formations of Mishalanski refugees as they may encounter against obstruction, detention or liquidation by Shirerithian or Elwynnese forces operating outside Shirerithian borders.
Byeday Summerise 18th, 146 AL	Military Operations in the Moribund Shrublands	WHEREAS a certain supranational mapping organisation has insisted upon the control of the Shrubbery of the defunct Empire of Minarboria by elements sympathetic to Kalgachi sovereignty, for a little over two years Anno Libertatis, as a condition of said organisation's recognition of said sovereignty, AND WHEREAS aerial reconnaissance by Whirdlebirb helicopters indicates that the Shrub Minarbor has been removed from the Imperial Palace courtyard of said Shrubbery, presumed evacuated to the region of Whisperwood by hardline remnants of the dissolute Church of Minarbor, AND WHEREAS as a consequence the local defence of said Shrubbery appears to have been discontinued aside from the inevitable attentions of looters and religiously-fixated lunatics, 1. The COUNCIL OF PERFECTI hereby instructs the Kalgachi Defence Force to carry out a military expedition, under the auspices of Operation CREDULITY'S EDGE, to occupy and retain possession of the Shrubbery until such time as the Garden of Kalgachia is recognised as a sovereign state. 2. The Council of Perfecti stipulates that Operation Credulity's Edge shall entail, at a minimum, the following troop strength: a) Two squadrons of mounted Laqkozaki (each comprising four Laqkozak Troops) as an advance force, deploying by land. b) Two squadrons of Kossars (each comprising two Patrol troops, a Fire Support Troop and an Air Defence Troop), deploying by land. c) Four battalions of infantry, deployed gradually by air during the course of the operation. d) Such Whirdlebirb Multi-role Helicopters as can be spared for the above infantry reinforcement, in tandem with the delivery of supplies to the occupied Shrubbery to avoid rogue mutant fauna and other hazards of an overland supply line. 3. The Council of Perfecti grants permission for the capture of local civilian elements and their close detention alongside occupying forces to dissuade attack by the aerial assets of humanistically-inclined powers from altitudes beyond the effective range of Kossar air defence assets (6.6 km), provided the detained elements are sufficiently many to ensure coverage of the whole Shrubbery and sufficiently few to be provided adequate food rations. 4. The Council of Perfecti instructs the Church of Kalgachia to deploy a delegation of Credents alongside the deployed force, for the spiritual re-education of detained civilians and identification of the most willing detainees for future evacuation to Kalgachia proper. 5. The Council of Perfecti additionally instructs a single squadron of Laqkozaki to sortie to the border of Lywall and Lachmeren, for the purpose of establishing a peaceful line of contact with Shirerithian forces advancing from the east and ascertaining their intentions.
Rustleday Summerise 11th, 145 AL	The Two Year Plan: 145-147 AL	WHEREAS the precarious yet optimistic circumstances in which the Garden of Kalgachia finds itself shall require, in the initial stages, a great deal of effort in a relatively short space of time, 1. The COUNCIL OF PERFECTI HEREBY CONFERS upon each principal institution of the Garden of Kalgachia a TWO YEAR PLAN, to be effected in its greater part within two years Anno Libertatis of this order, as follows: a) For the Troglodyti, objectives occluded which are witheld from the public versions of this order. b) For the Church of Kalgachia, (i) the completion of the subdivision of the Kalgachi Lieutenancies into Marches and Parishes in accordance with local conditions, (ii) the assemblage of a coherent foundational body of scripture and liturgy directed primarily at the spiritual stabilisation of Kalgachia's many displaced incomers, of sufficient mythic viability to prevent the attrition of the general population toward more established regional beliefs such as Creed-Minarborealism or Froyalanism, and (iii) the recruitment and training of partisan bands for the maintenance of security and public order in those Parishes where such needs have not yet been met by other armed elements. c) For the Kalgachi Defence Force, the coalescence of Kalgachia's existing armed formations into the folowing units: (i) Six regiments of mountain infantry, (ii) three regiments of Kossars with integral fire support and air defence capability, (iii) three regiments of Laqkozaki scouts, (iv) an aviation regiment with tactical strike and light airlift capability, (v) a long-range air defence regiment, and (vi) an electronic warfare regiment. d) For the Directorate of Public Works, the construction of deep-level underground installations beyond the kinetic-thermonuclear vulnerability envelope for the following purposes: (i) command of the Kalgachi Defence Force replicated in redundant threefold, (ii) the manufacture and storage of arms and munitions, (iii) the development and manufacture of miscellaneous high-end technological apparatus and critical industrial plant, (iv) the deposition of agricultural surplus, fuel and other strategic supplies, and (v) the generation of geothermal power. e) For the Directorate of Labour and Economic Planning, (i) the assembly and allotment of manpower for the fulfilment of all parts of this order, maintaining a reserve for (ii) the manufacture and/or shipment of material necessary for said fulfilments, and (iii) the continued direction of Kalgachia's armed elements for operations in the moribund Minarborian Shrublands to assist in the above. f) For the Directorate of Education and Public Outreach, (i) the identification and allotment of skilled individuals pertinent to the Directorate of Labour and Economic Planning's assemblage of manpower, and (ii) oversight of continued technological and cultural development by those skilled cadres acquired from the moribund Empire of Minarboria. g) For the Directorate of Health and Public Welfare, the rationalisation of existing agricultural land assets and the appointment of agronomists supplied by the Directorate of Education and Public Outreach to bring marginal arable lands and pastures into cultivation, sufficient to ensure the nominal self-sufficiency in foodstuffs of a mountain territory with a rapid projected population increase. h) For the Directorate of the Tumultuous Wastes, a systematic analysis of Kalgachia's diplomatic position - with an emphasis on the viability of foreign trade - in the following three circumstances: (i) stagnant perpetuation of the Minarborian Shrubbery, (ii) post-Minarborian territorial scramble, or (iii) the descent of Kalgachia's immediate limitrophes into a level of barbarism sufficient to precipitate cartographic greening.
