JOINT DEPARTMENT ORDER No. 1
The National Civil Preparedness Program
1 FIRST ARTICLE
This document shall be cited in all purposes as “The National Civil Preparedness Program Department Order 1728.”
2 SECOND ARTICLE
(1) The Council of State has taken note of the National Service Act, 1726, the Disaster Management Act, 1715, the Chambers of Guilds and Corporations Act, 1715, the Regional and Local Government Organization Act, 1699 and other related laws.
(2) The preparedness of the civilian population of the Federation in light of contingencies and the prevailing volatility, uncertainty, complexity, and ambiguity of the global situation is a priority of the Government.
3 THIRD ARTICLE
(1) It shall be the responsibility of every national agency and local government to establish a continuity of government plan and a line of succession of the agency and local government in accordance with law. These shall be submitted quarterly and at the end of every year to the Council of State of Nouvelle Alexandrie, with certified copies sent to the Secretary of Defense, the Secretary of Interior, and the Administrator of the Federal Emergency and Disaster Management Administration.
(2) The legislatures are advised to provide via legislation, a continuity of government plan and a line of succession of for agencies and local governments within their jurisdiction. These shall be submitted upon enactment to the Council of State of Nouvelle Alexandrie, with certified copies sent to the Secretary of Defense, the Secretary of Interior, and the Administrator of the Federal Emergency and Disaster Management Administration.
(3) National and local agencies, cultural agencies and local governments are mandated to prescribe contingency plans to secure their holdings, records, and archives.
(4) The Chambers of Guilds and Corporations, corporations and associations and other civil organizations are encouraged to prescribe contingency plans to secure their holdings, records, and archives, and create Committees on Resilience to oversee these.
(10) This Department Order shall take effect on its approval.
