BE IT ENACTED by the King’s Most Excellent Majesty, by and with the advice and consent of the Cortes Federales, in this present 1st session assembled, and by the authority of the same, as follows:-

An Act to provide for deliberative and consultative assemblies for institutional dialogue between government, industry, and labor and for purposes connected therewith.

PART I GENERAL PROVISIONS.


1 CITATION

  1. This Act may be cited in all purposes as "The Chambers of Guilds and Corporations Act, 1715".
PART II CHAMBERS OF GUILDS AND CORPORATIONS.

2 NATIONAL CHAMBER OF GUILDS AND CORPORATIONS.

  1. There is hereby created an independent public organization by legislative charter to be known as the National Chamber of Guilds and Corporations, which shall have perpetual existence in law and shall exercise all powers granted to a corporation under existing laws.
  2. The National Chamber of Guilds and Corporations shall be charged with the mandate of being a venue through which leaders of commerce, industry, services, creatives, and labor can engage in useful dialogue, strategic level coordination, and the amicable resolution of disputes in favor and for the benefit of the greater good of New Alexandria and its people. The National Chamber of Guilds and Corporations shall also provide oversight of the implementation of this Act and provide recommendations to the Council of State.
  3. The National Chamber of Guilds and Corporations shall be governed by a 15-seat Board of Governors, elected by its national membership to serve 3-year terms. It shall have as officers a Chairman, Vice Chairman, President, such Vice Presidents as it may require, a Secretary-General, a Treasurer, and such other officers as it may require, who shall be appointed for a term of one calendar year on approval of a majority of the Board of Governors. The Board of Governors shall adopt bylaws to govern the National Chamber of Guilds and Corporations that are not in conflict with this Act.

3 REGIONAL CHAMBER OF GUILDS AND CORPORATIONS.

  1. There is hereby created, in every Region recognized by law, an independent public organization by legislative charter to be known as the Regional Chamber of Guilds and Corporations, which shall have perpetual existence in law and shall exercise all powers granted to a corporation under existing laws.
  2. Each Regional Chamber of Guilds and Corporations shall be charged with the mandate of representing the Region to the National Chamber of Guilds and Corporations, and being a venue through which leaders of commerce, industry, services, creatives, and labor can engage in useful dialogue, strategic level coordination, and the amicable resolution of disputes in favor and for the benefit of the greater good of the region and its people. Each Regional Chamber of Guilds and Corporations shall also provide oversight of the implementation of this Act and provide recommendations to the National Chamber of Guilds and Corporations.
  3. Each Regional Chamber of Guilds and Corporations shall be governed by a 15-seat Board of Directors, elected by its regional membership to serve 3-year terms. It shall have as officers a Chairman, Vice Chairman, President, such Vice Presidents as it may require, a Regional Secretary, a Treasurer, and such other officers as it may require, who shall be appointed for a term of one calendar year on approval of a majority of the Board of Directors. The Board of Directors shall adopt bylaws to govern the Regional Chamber of Guilds and Corporations that are not in conflict with this Act.

4 CITY AND MUNICIPAL CHAMBER OF GUILDS AND CORPORATIONS.

  1. There is hereby created, in every City or Municipality recognized by law, an independent public organization by legislative charter to be known as the City or Municipal Chamber of Guilds and Corporations (as applicable), which shall have perpetual existence in law and shall exercise all powers granted to a corporation under existing laws.
  2. Each City or Municipal Chamber of Guilds and Corporations shall be charged with the mandate of representing the City or Municipality to the Regional Chamber of Guilds and Corporations, and being a venue through which leaders of commerce, industry, services, creatives, and labor can engage in useful dialogue, strategic level coordination, and the amicable resolution of disputes in favor and for the benefit of the greater good of the City or Municipality and its people. Each City or Municipal Chamber of Guilds and Corporations shall also provide oversight of the implementation of this Act and provide recommendations to the Regional Chamber of Guilds and Corporations.
  3. Each City or Municipal Chamber of Guilds and Corporations shall be governed by a 15-seat Board of Trustees, elected by its membership to serve 3-year terms. It shall have as officers a Chairman, Vice Chairman, President, such Vice Presidents as it may require, a Secretary, a Treasurer, and such other officers as it may require, who shall be appointed for a term of one calendar year on approval of a majority of the Board of Trustees. The Board of Trustees shall adopt bylaws to govern the Regional Chamber of Guilds and Corporations that are not in conflict with this Act.
  4. Every duly-registered business or firm, as well as every duly-registered labor union within the bounds of the city or municipality shall be granted membership once the Board of Trustees is satisfied that the applying organization has submitted all requirements.
PART III CLOSING PROVISIONS.

5 OVERSIGHT COMMITTEE.

  1. There is created an Oversight Committee in the National Chamber of Guilds and Corporations, each Regional Chamber of Guilds and Corporations, and every City or Municipal Chamber of Guilds and Corporations.
  2. Each Oversight Committee shall hold a periodic review of the implementation of this Act, suggest recommendations for remedial policy and legislation, and may submit recommendations to the Government.

6 IMPLEMENTATION.

  1. The Secretary of the Department of the Interior shall assist businesses, firms, and labor unions with respect to implementation of this Act.
  2. The Secretary of the Department of the Interior shall, via statutory instrument, issue further guidelines and regulations with respect to the better implementation of this Act.

7 COMMENCEMENT AND APPLICATION

  1. This Bill shall apply to all of the Federation of Nouvelle Alexandrie.
  2. This Bill shall not become law unless it has been given Royal Assent.
  3. This Bill shall be published and made publicly available.
  4. In the event any provision or part of this Bill is found to be invalid or unenforceable, only that particular provision or part so found, and not the entire Bill, will be inoperative.
