The National Chamber of Guilds and Corporations is an independent public organization created by legislative charter in the Federation of Nouvelle Alexandrie. Established in 1715 AN by the Chambers of Guilds and Corporations Act of 1715, the Chamber provides a venue for leaders of commerce, industry, services, creatives, and labor to engage in useful dialogue, strategic level coordination, and the amicable resolution of disputes in favor and for the benefit of the greater good of Nouvelle Alexandrie and its people.

Purpose

The National Chamber of Guilds and Corporations was established to provide a venue for institutional dialogue between the government, industry, and labor. It aims to be a strategic level coordination center for commerce, industry, services, creatives, and labor in Nouvelle Alexandrie. Its mandate is to facilitate and promote cooperation between the government and the private sector, to provide a forum for business and labor organizations to engage in useful dialogue, and to provide a mechanism for the amicable resolution of disputes.

The Chamber is tasked with the responsibility of providing oversight of the implementation of the Chambers of Guilds and Corporations Act. It is authorized to provide recommendations to the Council of State on matters related to the economy and labor, as well as to issue reports on the state of commerce, industry, services, creatives, and labor in Nouvelle Alexandrie.

Organization

The National Chamber of Guilds and Corporations is governed by a 15-seat Board of Governors, elected by its national membership to serve 3-year terms. The Board of Governors has as officers a Chairman, Vice Chairman, President, such Vice Presidents as it may require, a Secretary-General, a Treasurer, and such other officers as it may require, who are appointed for a term of one calendar year on approval of a majority of the Board of Governors. The Board of Governors adopts bylaws to govern the National Chamber of Guilds and Corporations that are not in conflict with the Chambers of Guilds and Corporations Act.

The Chamber has a network of affiliated organizations throughout Nouvelle Alexandrie, including Regional Chambers of Guilds and Corporations and City or Municipal Chambers of Guilds and Corporations. Each affiliated organization has its own Board of Directors or Board of Trustees, elected by its membership to serve 3-year terms. These affiliated organizations represent their respective regions to the National Chamber of Guilds and Corporations and provide oversight of the implementation of the Chambers of Guilds and Corporations Act.

Every duly-registered business or firm, as well as every duly-registered labor union within the bounds of the city or municipality is granted membership once the Board of Trustees is satisfied that the applying organization has submitted all requirements.

Oversight

The National Chamber of Guilds and Corporations is subject to periodic review by its Oversight Committee, which suggests recommendations for remedial policy and legislation and may submit recommendations to the Government.

Implementation

The Secretary of Interior is responsible for assisting businesses, firms, and labor unions with respect to the implementation of the Chambers of Guilds and Corporations Act. The Secretary may issue guidelines and regulations with respect to the better implementation of the Act.
