Great Transference
The Great Transference is a Raspur Pact policy, formally adopted in 1677 at the instigation of the Permanent Committee, or more properly the High Commissioner and his deputy, to transfer and resettle unfree residents of Shireroth and Sathrati in planned agrarian settlements which were to be established, under the stewardship of the Honourable Company in the Upper Lywall of the Unified Governorates, the Principality of Molivadia in Constancia, and the Natopian regions of Normark and Transegale. The primary purpose of which is to repopulate regions devastated by the White Plague and the wars of the mid-seventeenth century AN. Incentives to facilitate the largest voluntary population transfer since the Krasnocorian emigration to Caputia included promises of manumission for those who volunteered to resettle, as well as a generous compensation plan for those authorities that stood to lose head-count from amongst their present workforce.
