George Navarro (born 1698 AN) is a New Alexandrian politician who has been Mayor of Hato Rey, the capital of the Region of Boriquén, since 1739 AN. He belongs to the Wakara People's Party (WPP), and was the city comptroller until 1738 AN, when Mayor Alicia Filipenses removed him from his post for challenging the finances of the Muelle Dorado harbor concession.

When the Muelle Dorado scandal broke later that year and the WPP expelled Filipenses, the party ran Navarro against her as its clean-government candidate at the 1739 AN municipal election, which he won by a wide margin. His administration canceled the concession and put the works out again, and the wharf was finished by the firm the original award had passed over. He has been returned four times since and is serving his fifth term as of 1760 AN.

Early life and career

Navarro was born in Hato Rey in 1698 AN and studied public administration at the University of Boriquén. He joined the Wakara People's Party but made his career in the city administration rather than in the ward organizations through which the party ran the city, and rose to city comptroller, the official who audits the accounts of Hato Rey, which is both the city and the cacicazgo it gives its name to.[1] He held that post under Ignacio Pérez de San Quintín and then under Alicia Filipenses.

In 1738 AN Navarro questioned the accounts of the Muelle Dorado, the NAX€750 million harbor redevelopment on which Filipenses had staked her administration, and was removed from his post.[1] The contracts and the doctored council minutes reached a television station in the city later that year, and set out the same questions he had raised.[1]

Election as mayor

The scandal broke on 14.XI.1738 AN, when the station ran the dossier across several nights.[1] With the broadcasts still running, the party abandoned its mayor. It expelled Filipenses and nominated Navarro for the 1739 AN municipal election, presenting him as its candidate for clean government.[2]

Navarro won by a wide margin, and Filipenses left office to him that year.[2] She was convicted of fraud, bribery, and falsifying public records in 1740 AN and barred from public office.[1] San Quintín, who had lost the mayoralty to Filipenses in 1734 AN, entered federal office in 1739 AN as Secretary of Civil Works and Transportation.[3]

Mayor of Hato Rey

Navarro's administration revoked the Muelle Dorado concession and reopened the contract to tender. Constructora de Hato Rey, the firm the 1735 AN award had passed over, took the contract and completed the development, whose cruise berths and lakeside promenade stand on the Hato Rey del Cherusken waterfront.[1]

The harbor continued to draw the city's investment. In 1742 AN Hato Rey announced a further expansion of its cruise terminals, aimed at tourism growth, while New Alexandrian ports competed for shipping redirected after the East Keltian Collapse.[4]

The mayoralty of Hato Rey runs for five AN years.[5] Navarro was returned at the municipal elections of 1744 AN, 1749 AN, 1754 AN and 1759 AN, and as of 1760 AN he is serving his fifth term. The WPP has held the city throughout his tenure.
