Federal Capital District Council
The Federal Capital District Council, or FCDC, is the popularly elected unicameral legislature of the Federal Capital District. It is based in the Council Tower in the Government District, Cardenas.
History
Electoral history
The FCDC has historically followed in rough lines the electoral changes of the General Elections of Nouvelle Alexandrie. However, it has steadily elected the Federal Humanist Party since 1694 AN, and even in the elections of 1704 AN and 1709 AN. There are also two local parties, Cárdenas United (CU), a moderate progressive party, and the environmentalist Green Party.
Composition
The FCDC is composed of 45 members, called Deputies, with 2 for each district, and 1 for each barrio. It is led by the Major of the FCD (Alcalde(-sa) de la Ciudad) and an executive council of more than 20 agencies. They also appoint two deputy mayors that serve as heads of clusters of agencies. There are also two mayoral citywide offices: the City Ombudsman is the official that oversees public relations, and settles legal disputes; the Comptroller is the official that oversees the correct use of city funds, through auditing and investigation of agencies. The council has a total of 30 standing committees.
The Council is chosen every 5 years, one year after general elections, by instant-runoff voting. The major is also chosen in this way. There is a two-term limit on both deputies and the Major.

Powers and functions
The Council is the lawmaking body of the Federal Capital District. It has powers to make decisions on local law, stipulated in the Cárdenas Charter, the official fundamental law of the government of the FCD. They also have the power to create and approve the city budget. The FCD is on the same level as the Regions of Nouvelle Alexandrie. As such, devolution of federal power works on a regional, and not a municipal, statutory footing. Important devolved responsibilities include Police, Transport, Culture, and Education.
Majoral agencies
- Department for Business regulates city business regulations and integrity.
- Department for City Planning sets the framework of the city's spatial and socio-economic planning.
- Department for Cultural Affairs oversees the city's cultural life, including funding of cultural programs and supervision of cultural buildings.
- Department of Education & Youth Affairs manages the city's schools and children services.
- Department of Emergency Services oversees the city's hospitals and fire departments.
- Department of Environmental Protection & Sanitation is in charge of the city's water supply and waste management.
- Department of Finance serves as the taxation agency and recorder of deeds for the city.
- Department of Housing is in charge of the city's affordable housing stock, as well as the preservation and development programs.
- Department of Human Services is in charge of the majority of the city's social services programs.
- Department of Information & Records organizes and stores the records and information of the city, including handing out of birth certificates, licenses, and patents.
- The Law Department oversees the city's legal affairs, including the justice system.
- Department of Parks and Recreation is responsible for the city parks, natural areas, and recreational opportunities for residents and tourists.
- Department of Small Business Services supports the small business sector, including start-ups and scale-ups.
- Department of Science and Technology oversees the city's scientific community and innovation programs.
- Department of Transportation is responsible for the city's transportation infrastructure.
- Mayor's Media and Entertainment Office is in charge of the city's film and television production programs, including shoot licensing.
- Mayor's Press and Community Affairs Unit is the office of the Mayor spokesperson, as well as other mayoral news outings.
- Mayor's Workforce Development Office is in charge of as workforce and economic affairs.
Non-mayoral agencies
- Cárdenas Art Commission oversees the permanent works of art, architecture, and landscape architecture proposed on or over city properties.
- Cárdenas Banking Office is in charge of supervising the banking system and programs.
- Cárdenas Board of Corrections oversees the city's prison system.
- Cárdenas Board of Elections is an independent agency that oversees the transparency and legitimacy of local elections.
- Cárdenas Board of Standards and Appeals reviews applications and requests for land use, development, and construction.
- Cárdenas Clerk Office is the city clerk and the clerk of the City Council.
- Cárdenas Marriage Bureau provides marriage licenses and partnership registration, as well as marriage ceremonies.
- Cárdenas Procurement Office oversees the procurement of goods, services, and construction using the city budget.
- Cárdenas Rent Commission regulates and controls the rent in the city.
- Cárdenas Taxi Commission regulates the city's tax cab services, for-hire vehicles, commuter vans, para-transit vehicles, and luxury limousines.
- Cárdenas University Council is an independent agency that oversees the University of Cárdenas and other tertiary education institutes.
- Civil Service Office is the agency responsible for the city employees.
