Benacian Black Fleet

The Benacian Black Fleet is a clandestine network of bulk carriers and tramp haulers assembled by the Benacian Union to evade Shirerithian interdiction efforts against its ongoing mineral exports. These "black ships" were the continuation of the legacy of the blockade runners during the Shiro-Benacian War. The fleet also allows the Union-State to conduct clandestine actions in international waters, and the territorial waters of third party nations, with a certain measure of deniability.
