Proclamation Number 2
To all people resident in the former Socialist Republic of Banh Nam
All property that used to belong to the former Socialist Republic of Banh Nam and its instrumentalities, such as, but not limited to, the Central Committee of the Communist Party of Banh Nam, the National Assembly of Banh Nam, the Politburo of the Communist Party of Banh Nam, the Banh Nam Communist Youth Union, are now in the keeping of the General Government of Azad Kelestan.
Private residences under the previous regime remain as such unless otherwise directed.
The use of the Banhnamese Dong as currency shall continue unless otherwise directed. The use of the Imperial Constancian Stater as currency is permitted, effectively immediately. The exchange rate of the Banhnamese Dong to the Imperial Constancian Stater shall be no lower than its prevailing price as of the close of business on the last day of 1752.
The Savings Bank of Constancia, Imperial & Emirati Bank of Alalehzamin and Constancia, and ESB Bank are granted a license to operate within the General Government of Azad Kelestan.
Given at the former National Assembly building, Dien Noi, this 6th day of the IId month of the year 1753 AN.
