His Serene and Eminent Imperial Highness the Prince of Molivadia, Autokrator of Constancia,
To all whom these commands shall come, the Autokrator sends
GREETING:
WHEREAS on 13.XII.1703 the Congress of Chryse declared the Amicable Grant of Sovereignty in Relation to the Kingdom of Normark and
WHEREAS Article 4 of the Raspur Pact Treaty provides that the Signatory Nations hereby pledge that an armed attack against one or more of them shall be considered an attack against them all and consequently agree that in the occurrence of such attack, that each of them shall exercise their right of individual or collective self-defence and assist in concert with the other Signatory Nations to pursue the necessary and proper actions to restore and maintain the security of the signatory nation that is threatened and attacked, and
WHEREAS Article 15 of the Raspur Pact Treaty provides that the Signatory Nations shall in their own territory allow the citizens of the other Signatory Nations the right to take on residency, work and study without let or hindrance in accordance with their respective laws; and
WHEREAS the condition of the Peoples of the Kingdom of Normark deserve the interest and attention of the Imperial State of Constancia
In the name and with the authority of
Esmeralda Basilinna, Supreme Lord of Vey, Portus Felix, Ad Pontes, Elaion, Craiss and Metaxia, Cario, Idolgi, Ithonion, Oranjesion, Nivardom, and Aqaba, Defender and Protector of the Patriarchal Orthodox Faith
LET IT THEREFORE BE KNOWN that this Decree shall prescribe the policy of the Imperial State of Constancia with respect to the Peoples of the Kingdom of Normark
WE DO FURTHER DECLARE that a state of close, sincere, and perpetual friendship and free association shall define the relationship between the Imperial State of Constancia and the Peoples of the Kingdom of Normark
AND WE DO FURTHER DECLARE that the dignity and office of King of Normark and his lawful successors in office is duly recognized, respected and protected, and that the culture, and autonomy of the Peoples of the Kingdom of Normark is perpetually guaranteed by the Imperial State of Constancia.
AND WE DO FURTHER DECLARE that the Imperial Constancian Government shall regularly consult with the government of the Peoples of the Kingdom of Normark with respect to budgetary, financial, security, and economic cooperation matters.
AND WE DO FURTHER DECLARE that the rights and liberties of the Forna Seders förbundna kyrka are guaranteed and protected, and that the Forna Seders förbundna kyrka shall be protected within the Imperial State of Constancia in accordance with Constancian law.
AND WE DO FURTHER DECLARE that full consular protection is guaranteed by the Imperial Constancian Government, and by the government of a Raspur Pact state as the protecting power in nations where there is no Imperial Constancian Embassy or Consulate, for Peoples of the Kingdom of Normark who may find themselves overseas.
AND WE DO FURTHER DECLARE that there is hereby established a private body corporate with perpetual existence to be known as the Normark Association, domiciled in Petropolist and with one office in Aqaba and another office in Nivardom, composed of all Peoples of the Kingdom of Normark, and their descendants, resident within the Imperial State, and with authority to promulgate its own bylaws in accordance with Constancian law. His Majesty Fredrik Michael Tarjeisson, King of Normark shall be its Chair, with the reigning Basilinna as Chair Emeritus, and the Autokrator of Constancia as Vice Chair Emeritus.
AND WE DO FURTHER DECLARE that the corporation shall have separate legal personality and perpetual succession, and other rights generally accruing to a corporation under common law, both local and international.
