A Better Deal is the comprehensive domestic and foreign policy agenda announced by Premier Juan Pablo Jimenez in 1740 AN. First outlined in the Throne Speech of 1740, where King Sinchi Roca II declared "My government will ensure a better deal for every New Alexandrian, one filled with hope, certainty, and opportunity. My government will ensure a more resilient economy and a better society, where no one need be afraid."[1] The agenda focuses on national security enhancement, economic development, civil service reform, and international cooperation. The program represents the core policy platform of Jimenez's minority government, supported by the Liberty and Prosperity Alliance and 21 independent deputies in the Cortes Federales known as the Gang of 21.

The first session of the Council of State on 4.II.1740 resulted in a commitment from the Secretary of Labor, Étienne Laurent, "...that every effort would be done by their Department to improve numbers, not just for youth unemployment, but for unemployment in general". Secretary of Labor Laurent was directed by Premier Juan Pablo Jimenez to examine existing regulations and legislation, to see if there existed a scheme wherein every locality had an unemployment office where job-seekers could find jobs, and if there could be a national website for the same things could be done virtually, and if there was none, to draft legislation to recommend to the Cortes.
Vice-President of the Government and Secretary for National Priorities Felipe de la Vega, along with Secretary of Labor Laurent was also instructed to review existing legislation and regulations accordingly, and to submit written recommendations no later than end of III.1740.
At that same meeting, Vice-President of the Government and Secretary for National Priorities Felipe de la Vega and Secretary of Social Security and National Solidarity Atahualpa Quispe to examine existing mechanisms for access to credit, particularly for the poorest Alexandrians, and to further study the introduction of microinsurance and microfinance.

Environmental Policy
At the first session of the Council of State on 4.II.1740, the Secretary of Energy and Environment Beatrice Baudelaire to come up with a 10-year and 20-year National Plan for the Environment, to ensure that environmental issues are addressed in a timely manner, and so that the Government could be proactive in harnessing assets, civil society, and initiatives to head off upcoming challenges.
