1698 Great Apollonian referendum

The 1698 Great Apollonian referendum was a referendum held in the states and provinces of Jingdao and Çakaristan in 1698 AN after representatives of Jingdao and Çakaristan signed the Articles of Union. Voters were asked whether they approved of the establishment of a federal Apollonian Empire under the leadership of the Tobu Emperor, the Çakari sultan.

The referendum was held nationwide, but could not be organised in the rebellious regions, Dalmacija and Xianbei. The Heavenly Light had, in advance, announced her withdrawal of politics and a refocus on religious and spiritual matters. This led to an increased support for the referendum in Western Apollonia.


Referendum

The referendum questions were worded as follows:
"Do you approve of the establishment of an Apollonian federation of autonomous states under the guidance and leadership of the Tobu Emperor, also known as Akbar Çakar?"

"Do you approve of the agreement, written down in the Articles of Union, which consists of the establishment of
a. a Seanad, with three Seanadors for each State, which will represent their State rights,
b. a federal government - composed of an Emperor and Imperial Chancellor and his Ministers,
c. an Union Assembly, composed of one representative for each 300,000 citizens, to be elected to congregate and draft a constitution for the Great Apollonian Empire?"

Because Dalmacija and Xianbei are in rebellion against the formation of the Great Apollonian Empire and the referendum could not be organised in those regions, 701,585,495 are eligible to vote. Of these, the turnout is only 67.88%. Although the Articles of Union do not include a turnout requirement, it is claimed that the turnout is sufficient to consider the referendum result valid.
