The census in Free Elwynn of 1696 took place in the aftermath of the Second Elwynnese Civil War. The territories under the undisputed control of the Free Elwynnese authorities – Cimmeria and Raikoth – had throughout the war seen an influx of refugees and other displaced persons from adjacent areas, with proportionately more immigration from Cimmerian, Elfinshi and Hyperborean ethnic groups. After the war, the combined population of Raikoth and Cimmeria had almost doubled from its pre-war numbers. The census recorded a population of 1,285,871 inhabitants on the last day of the year 1696, up from around 600,000 of its pre-war population. Cimmeria's population was recorded to be 920,046 inhabitants, and Raikoth's, 365,825 inhabitants.
