The practice of Sxiro-Kalgachi Diplomacy arose from the establishment of informal bilateral relations between the Imperial Republic and the Garden of Kalgachia following the collapse of the Minarborian Empire and the subsequent partition of inner Benacia. The relationship, although ameliorated by the Slavegate Treaty of Peace and Civility, tends to be transactional - limited to specific points of cooperation and deconfliction. Ultimately the geopolitical visions and even the theologies of the two vastly mismatched realms diverge to the point of almost being irreconcilable.

Please be advised that the Imperial Republic considers the potential release[1] of the Malus hypersonic anti-gravtank missile to a member-state of the USSO to be a roundabout way of passing the weapon-system and its associated technologies to the Empire of Jingdao. We consider this to be potentially inimical to our interests as we are presently in an ongoing - and persistent - state of war with the aforementioned. Moreover Nova English Free Companies are actively engaged in supporting the Jingdaoese infestation in Western Benacia, our shared homeland. The Imperial Government therefore is of the opinion that this proposed weapons trade represents a violation of Article IV of the Slavegate Treaty. We of course remain committed to addressing any differences that may arise by the medium of dialogue conducted with due civility. We will however, in compliance with the treaty and with all due consideration for the safety and comfort of your enterprising diplomatic staff and El Kal employees, advise you that the Imperial Republic will consider itself to be in a state of war with Nova England from the moment that nation is reported to be at the point of receiving advanced Kalgachi weapons systems.

The objection of the Imperial Republic of Shireroth to certain elements of Kalgachi assistance to the Kingdom of Nova England is noted. Contrary to the position in Shirekeep, however, the Garden of Kalgachia does not presently consider the government of Nova England to be at war with Shireroth by virtue of its commercial investments alone. Nor does Article IV of the Slavegate Treaty address anything other than the most direct assistance to a power whose army, under the flag of said power, is engaged in armed hostilities against one of the signatories (although under Article XII it does bind the signatories themselves to refrain from outsourcing military aggression to mercenary elements inhabiting or transiting the signatories' jurisdiction). The Nova English military is currently not in a state of armed conflict with Shireroth, nor have links of direct command between the Nova English government and such soldiers of fortune as may be operating in opposition to Shireroth's many battlefronts been proven with any degree of reliability. Furthermore the Kingdom of Nova England, holding only Associate membership of the USSO, cannot be considered to enjoy a state of military alliance with the Empire of Jingdao by default - indeed even in the case of full membership under the USSO Union Treaty, the existence of such a military obligation would remain subject to question.

Should the Imperial Republic remain discontented with the above position, The Garden of Kalgachia invites the Imperial Republic to nominate a neutral party whom, subject to Kalgachia's blessing, shall attempt to reconcile any differences of interpretation and, if neccesary, unilterally rule upon same with the undertaking of both our nations to abide by their decision.

In the interim, all matters of interpretation aside, Kalgachia recognises that it would be irresponsible to proceed with defensive assistance to Nova England while the latter remains unaware of a direct threat of war emanating from Shireroth. In the spirit of sovereign self-determination, therefore, the Kingdom of Nova England shall be informed of the aforesaid threat before any samples of military hardware are transferred, such that any such transfer will proceed only at the discretion of the Kingdom of Nova England. We hope and trust that this assuages any concerns about arms proliferation held by Shirekeep in the immediate term, until such time as the matter can be resolved more fully.

The Garden of Kalgachia offers its condolences to the Imperial Republic concerning the pilot and navigator of a Shirerithian T-2 light attack aircraft who tragically lost their lives following a manoeuvring accident in the proximity of Kalgachi Jan van Gent VII transport aircraft KAL-0121 over the coast of the Poroly Gap during the dawn hours of Harvestfall 27th. It is only thanks to the robust construction of the Jan van Gent that KAL-0121's own crew were not lost, although the plane was severely damaged. Its emergency landing at MoMA Station Sagittarius would not have been possible without the assent of Shirerithian authorities and the Garden of Kalgachia wishes to convey its gratitude for the aircraft's escort to a safe landing.

While the Garden of Kalgachia is willing to renounce its claim upon the aircraft's cargo, namely one thousand litres of Stalemate Gin and three tons of assorted pharmaceutical products which we gather has been confiscated by the MoMA to cover 'hangar fees' and 'compensation for lost Shirerithian assets', Kalgachia must politely request that the aircraft itself be allowed to undergo essential repairs for repatriation to Kalgachia at the earliest possible convenience. It is naturally understood that the reception of Jingdaoese engineers from Sokoku Industries for this purpose would be politically impossible in the current circumstances, therefore Kalgachia is willing to pay a reasonable rate for a Shirerithian contractor to restore the plane to operational standard, excepting the ECM suite whose components were jettisoned into the sea before landing and will be replaced in Kalgachia. The quality of the work undertaken would in this instance be assured by the engineers responsible accompanying the aircraft on its flight to Kalgachia, then returning to MoMA Station Sagittarius on the next outgoing flight.

Apologies received for the incident through the Sxiro-Kalgachi Military Coordination Council, and the undertaking of the Imperial Shirerithian Air Forces to avoid further unfortunate occurrences are acknowledged and accepted in full. Conditional upon the safe return of KAL-0121, the Garden of Kalgachia is prepared to consider this unfortunate matter concluded.

08.VI.1656 Return of KAL-0121 Esteemed Subterranean Lords,

With the abatement of active hostilities on the Batavian Front against the cursed outlander Jing and Palliscian enemies of our Benacian peace and the rightly guided human supremacy over Micras it has been finally possible to essay the circumstances for the return of the Jan van Gent VII transport aircraft, call-sign KAL-0121, obliged to land at MoMA Station Sagittarius following a navigational mishap over the Poroly Gap. Owing to the rigour of the air accident investigators it was not possible to reassemble the airframe upon the conclusions of our investigations. However each individual component has been 3-D mapped, catalogued and inventoried before being placed into hermetically sealed ISO containers for storage. The containers have been delivered, via the cargo transporter MV Balty Majeed, to Portus Batavi and will now proceed overland to Slavegate where the Military Coordination Council will facilitate their prompt return in line with your earlier request.

I regret that the crew of KAL-0121 have declined our offer of repatriation. It appears, having been our guests for so long, that they have become accustomed to a life of moving between hunting lodges in Malarboria and dachas in Mishalan. The captain in particular has formed an attachment to his hostess, Legate Kriemhild Gaiana, on the strength of which he and his crew have volunteered to remain in her employ at Misericordia Hall, near &zeter in Lywall. They do however ask that their arrears of pay from El Kal be honoured in due course.

On the subject of repatriations, there is a Laqi gentlemen who appeared to have crossed the border into the Vale of Angularis by mistake. He will be returned to the Slavegate at the earliest instance. The gentleman will require medical assistance, having experienced some form of mishap with a threshing machine during his travels.

The Magister Primum of Benacia Command extends to you his complements through us and advises that, with the lessening of commitments in other theatres, the Imperial Forces now hasten to strike a blow against that organised brigandage which has been the bane of all Benacian peoples. Our endeavour is to expunge the criminal gang associated with the perpetually errant Pachad Ben Mavet. In so doing we shall liquidate him, his associates, and all who seek shelter with him, lest of course they make prompt submission and opted to accept the honour of being called His Magnificence's Loyal Subjects.

Please be assured that we have no abiding territorial ambitions in the region and that any forward operating bases established in the vicinity will be of a pleasingly temporary nature.

The Garden of Kalgachia acknowledges with gratitude your informative notification regarding Shirerithian operations in the vicinity of Nackolom and its subject territory. The Magister Primum of Benacian Command is advised that a prohibition of all KDF activity within 250 kilometres of the city of Nackolom will be appended to its next daily orders, and subsequent to the following midnight local time the Shirerithian armed forces are assured that no treaty commitments to Kalgachia are in danger of transgression should they elect to approach any entities residing therein with a weapons free attitude.

The Garden of Kalgachia offers no opinion on the activities of Pachad ben Mavet, nor his liquidation, at this time. Upon consultation, however, the Lord Lieutenant of Bergburg has requested that his personal support for your operation be conveyed to the initiating parties, as follows:

The Imperial Forces of Shireroth are advised that the KDF Fortress Corps will shortly be undertaking a series of flight tests for the Ludd Theatre Pest Control System, intended for deployment against well-established Tee-al burrows amongst other miscellaneous uses. Mindful of the imperatives of deconfliction in the presence of Kalgachia's larger neighbour, the KDF School of Artillery has limited the course of these flights to the least hostile heading possible, originating from a single static launch site in Northeastern Schlepogora and terminating in Southwestern Lithead. The entirety of these flights will take place within Kalgachi territory.

For the purposes of gauging atmospheric conditions, the tests will include limited deployments of supplemental artifacts, from the air and ground, which may present additional traces to the surveillance systems of foreign powers. The KDF General Staff wish to reassure the Imperial Forces of Shireroth that contrary to what its assets or those of its allied forces may initially perceive, only a single viable weapon will be in flight at any one time.

1. The Imperial Republic wishes to apprise the Garden of its recent efforts to secure and pacify the lawless settlements of Nackholm, Highbloom, and Stonetree. If there are any KDF personnel presently active in the Inner Benacian Quarantine Zone, outside of the areas recently entered under the aegis of Operation Broodmother, who have not yet made their whereabouts known or withdrawn to safety, the Imperial Republic respectfully asks that those persons broadcast their locations en clair and prominently display Kalgachi flags, so as to be visible to aerial reconnaissance, in order to ensure that there are no miscommunications or misunderstandings, but rather an amicable cooperation in the pacification of the last bastions of lawlessness.

2. It is our regrettable duty to advise that twenty-three Kalgachi nationals hitherto accredited to the DTW mission in Shirekeep, along with thirteen other persons not formally associated with the mission, including the enterprising journalist from the Bergburger Tagblatt, have been engaged in actions ill-suited to this present era of detente. As such the Imperial Republic has concluded that their presence is no-longer conducive to its interests. They will be returning on the next scheduled flight to Gravelbottom. Three locally employed members of the mission have had their immunity withdrawn and have been dealt with summarily. Photos are included.
