Projecto Porto is a project began by the Caradian government in mid 1678 AN to maintain an outpost outside of the ice sheets that surround the nation's native Caplona island. The project was intended to create and maintain a small city on the continent of Eura, which was chosen for its relatively close location to many areas with which Caradia may want to expand trade to, in order to facilitate the transport of military assets and goods as well as trade much more easily, as it would not have to pass through the difficult ice sheets near Caradia.

The project was suggested by Marquis Faròdico dè Sofriz, Marquis of the Apuèstas March, and the plan was thus named in his native language Sacovian. The projected city was also dubbed Porto Vormouna.

The project began with the acquisition of a stockpile of large amounts of quarried stone from quarries in eastern Caradia, in order to allow for a quick construction for a low period of downtime at the city's beginning. This was followed by a period of preparation, both through acquiring the construction workers necessary from Caradian penal camps, and by drawing schematics that would facilitate a city based entirely around foreign trade and a large military presence. The final steps of the first stage of the project ended with the Black Armada escorting a number of cargo ships stocked with supplies and workers to begin construction of the city.

The project entered its second phase in XII.1678, when the basics of a city formed themselves on the peninsula newly christened as the Salòdica Barony. The island's rough geography and unfamiliar arid and somewhat tropical climate proved a challenge for the Caradian workers initially, but swift conditioning by the overseers, led by the newly promoted Baron Pedro Coramen, sped the construction and conditioned the workers into more heat tolerance. The first ship bearing tradable goods sailed into port on XII.10.1678.
