SECOND STERKLUCHT AGREEMENT ON AIRSPACE SECURITY (STERKLUCHT II) The Garden of Kalgachia and the Kasterburg Republic, desiring to build upon their proven mutual legacy in developing an independent air security architecture, commit by This Agreement to the following: 1. The Kasterburg Republic shall provide the Garden of Kalgachia with sixteen Buzzard C-61 fighter aircraft, assure their maintenance in working order and train a cadre of Kalgachi pilots in their operation. 2. Garden of Kalgachia shall award to the Iron Company (Kasterburg) an exclusive contract to resurface and extend the runway of Gravelbottom Airport and construct sixteen hardened hangar adits in the adjacent hillside, all of the standard and scale necessary to accomodate the Buzzard C-61 aircraft type, for the sum of 500,000 Kalgarrand. 3. The Garden of Kalgachia shall surrender to the Kasterburg Republic five percent by weight of all goods unloaded at Kasterburgish sea ports for transport to Kalgachia, and the same proportion of all Kalgachi goods loaded at Kasterburgish sea ports for off-continent export. 4. This agreement may be suspended in part or in full by either signatory with written notification. 5. This agreement becomes void upon its formal renunciation by either signatory. |
24th day of the Hooimaand, 1660 AN, the Sixth Year of the Republic | Decree on the Ratification of the Treaty Between The Kingdom of the Union of Caputia and The Kasterburg Republic. | DEN HEERE MAGISTRAAT DER KASTERBURGER REPUBLIEK, Alsmede den HOOGMOGENDEN leden des CONSISTORIUMs, In vergaadering gezeten, Acknowledging the hand extended by our friend across the sea, on the Keltian continent, have been willing to establish the following formal relations, and hereby declare: I That the Treaty Between The Kingdom of the Union of Caputia and The Kasterburg Republic, to be found in Appendix A, is ratified. II That the provisions of this treaty are effective and lawful from this day on.
Treaty Between The Kingdom of the Union of Caputia and The Kasterburg Republic DESIRING to formalize a genuine friendship based on the principles of mutual respect and cooperation, the Kingdom of the Union of Caputia, represented by Prime Minister Christophe Landry and Foreign Minister George Blakeslee, and the Kasterburg Republic, represented by Henry Graudonck, Kasterburger Ambassador, gather together to affirm the following as a Treaty of Friendship and Mutual Recognition between themselves: - Article 1. There shall be a Perpetual State of mutual recognition and friendship between the Kingdom of the Union of Caputia and the Kasterburg Republic. The two aforementioned nations shall be committed to a peaceful resolution of any and all issues that may occur to estrange and otherwise alienate them one from the other. Article 2. Neither nation, nor any officers, individuals or other agents acting under the authority of any government, organization or individual of or within either nation, shall commit any form of hostile, aggressive, subversive or destabilizing act against the other, nor against any individuals, organizations or property under either nation's sovereign jurisdiction or control, including damage or disruption to any goods, products or services that may be provided by third parties. Both Nations shall refrain from any aggressive, belligerent, or hostile act or policy, either overtly or covertly, directed against the other. Article 3. The nation of the Kasterburg Republic shall respect the neutrality of the Kingdom of the Union of Caputia. Therefore, if any disagreements occur between the Kasterburg Republic and other nations, it shall be clearly understood that the Kingdom of the Union of Caputia being neutral shall take no official side in such matters and will refrain from any action in the dispute, except for mediation between both sides upon request, provided that all parties involved in such a dispute agree to such a mediation, and provided that either nation has followed its own procedures by which the decision to make such an offer is lawfully made. Article 4. The signatory parties shall respect the diplomatic envoys of each other, their diplomatic correspondence and their offices, as well as all other government structures of each other. Article 5. The signatory Nations shall recognize any titles and other honors granted by their respective Leaders to their citizens and to other persons, and vice versa. Article 6. The citizens of the Kingdom of the Union of Caputia with a valid, current and official passport issued by the government of the Kingdom of the Union of Caputia may enter and stay without a visa in the territory of the Kasterburg Republic for a period of 90 days during a yearlong period. The citizens of the Kasterburg Republic with a valid, current and official passport issued by the government of the Kasterburg Republic may enter and stay without a visa in the territory of the Kingdom of the Union of Caputia for a period of 90 days during a yearlong period. Article 7. The signatory Nations may appoint an ambassador or envoy to the other in order to foster good relations. The host nation shall reserve the right to expel an ambassador or envoy found to have committed any activities that are in contravention of either any part of this Treaty or its own laws. Article 8. This Treaty may only be amended, revised, enlarged and expanded upon the concurrence of both signatory Nations. Any contrary action or measure shall be null and void. Article 9. This Treaty shall enter into force upon ratification by both signatory Nations' governments by whatever constitutional method is used in said nations. Article 10. Either party may withdraw from this Treaty provided that seven days' written notice (defined as a post on the forums of both nations by the withdrawing nation's head of state, ratified by whatever legislative procedures are necessary) is given.

13th day of the Oogstmaand, 1659 AN, the Fourth Year of the Republic | Decree on the establishment of the Inner Benacian Military Zone and a border with the Garden of Kalgachia | DEN HEERE MAGISTRAAT DER KASTERBURGER REPUBLIEK, Alsmede den HOOGMOGENDEN leden des CONSISTORIUMs, In vergaadering gezeten, To recognise the importance of having a safe connection with the Garden of Kalgachia, and the need for Military development outside the public sphere, do hereby decree the following: I. That the Inner Benacian Military Zone, Binnen-Benacische Militaire Zone, is hereby established. II. That the borders of the IBMZ/BBMZ will be as defined in appendix A. III. That the IBMZ/BBMZ will be governed directly from Kasterburg, through the powers of the Magistrate as Commander of the Kasterburger Defence Forces. IV. That, since the IBMZ/BBMZ will establish a direct border between the Kasterburg Republic and the Garden of Kalgachia, a border protection area will be designated and controlled by the Kasterburger Defence Forces. V. That the Northern Line of the Kasterburger Spoorwegen will be relayed to connect Porolia with the Garden of Kalgachia through the IBMZ/BBMZ.

17th day of the IJsmaand, 1658 AN, the Fourth Year of the Republic | Decree on the Ratification of the Sterklucht Agreement with the Garden of Kalgachia and the Treaty of Friendship and Cooperation with the Imperial Republic of Shireroth | DEN HEERE MAGISTRAAT DER KASTERBURGER REPUBLIEK, Alsmede den HOOGMOGENDEN leden des CONSISTORIUMs, In vergaadering gezeten, Acknowledging the hand extended by our neighbours, have been willing to establish the following formal relations, and hereby do ratify the following treaties: I The Sterklucht agreement with the Garden of Kalgachia, to be found in Appendix A. II The Treaty of Friendship and Cooperation with the Imperial Republic of Shireroth, to be found in Appendix B.
THE STERKLUCHT AGREEMENT ON AIRSPACE SECURITY The Garden of Kalgachia and the Kasterburg Republic, Having a mutual interest in the secure and efficient administration of sovereign airspace, commit by this Agreement to the following: 1. The Garden of Kalgachia shall provide to the Kasterburg Republic one hundred truck-mounted units of the Dandelion surface-to-air missile system, with the undertaking that the maintenance of said units in working order and their provision with adequate munitions be assured by the Garden of Kalgachia without any levy beyond the means of this agreement. 2. The Kasterburg Republic shall allow the overflight of civil aviation assets of the Garden of Kalgachia through the sovereign airspace of the Kasterburg Republic, expressly conditional upon the prior submission of individual flight plans or regular flight timetables by the relevant Kalgachi air operator to the relevant authorities of the Kasterburg Republic and their approval thereby. 3. The Garden of Kalgachia shall provide to the Kasterburg Republic one thousand Kalgarrand per annum Libertatis as a fee for the use of Kasterburg airspace. 4. This agreement may be suspended in part or in full by either signatory with written notification. 5. This agreement becomes void upon its formal renunciation by either signatory.
APPENDIX B
Treaty of Friendship and Cooperation between the Imperial Republic of Shireroth and the Kasterburg Republic The governments of the Imperial Republic of Shireroth and the Kasterburg Republic, represented by Waldermar, Lord Tarjeisson, for the Imperial Republic of Shireroth, and Reginald de Montfort, as Magistrate, for the Kasterburg Republic, desiring to commence a new era of friendship and cooperation between their nations, have agreed as follows: Article 1: Recognition The High Contracting Parties hereby recognise and pledge never to violate the sovereignty, territorial integrity and legal jurisdiction of the other, and therefore recognise the respective applicability of each state's laws in relation to citizens of any nationality while within their jurisdiction. Article 2: Regular Contacts The High Contracting Parties will maintain regular contacts with each other on major international problems affecting the interests of both of their countries and governments by means of meetings, and exchanges of views between their leading statesmen, visits by official delegations and special envoys of the governments, and through diplomatic channels. Their relationship will be governed by the provisions of the Vienna Convention on Diplomatic Relations, as they can be interpreted to apply on Micras. Article 3: Immunity for Certain Officials The High Contracting Parties shall guarantee the sovereign immunity of one another's Heads of State and Government as well as the diplomatic immunity of duly accredited ambassadors. Article 4: Embassies The Imperial Republic of Shireroth pledges to allow the opening and maintenance of a permanent Kasterburgish embassy in the city of Shirekeep, while the Kasterburg Republic pledges the same with regard to a permanent Shirerithian embassy in the city of Kasterburg. Article 5: Co-operation The High Contracting Parties undertake to encourage full and productive co-operation between organs of the state, academic or other research institutions, charitable organisations and other such entities engaged in the pursuit of the furtherance of archaeology, cultural development, history, language, science, technology, and other such areas of research, across both jurisdictions, and shall endeavour to lift any unnecessary bars or fetters to such research and provide expedited state entry procedures for those individuals involved. Article 6: Mutual Prosperity The High Contracting Parties shall permit and encourage free movement of goods, agricultural produce, cultural produce, services, and money . In major infrastructure projects, the governments of the High Contracting Parties shall in the tendering process consider companies from each nation alike. Article 7: Respect for Territory The High Contracting Parties shall respect their rights to future legitimate territorial expansion in accordance with established norms of international law and the Convention of the Micras Treaty Organisation on the Laws of the Seas. The Kasterburg Republic vows to accede to the Convention of the Micras Treaty Organisation on the Laws of the Seas once it has been confirmed a member of the Micras Treaty Organisation. The Imperial Republic of Shireroth shall support and sponsor the application of the Kasterburg Republic to the Micras Treaty Organisation. Article 8: Faith and Credit Each High Contracting Party gives to the other full faith and credit to all public acts, records, contracts and judicial proceedings in the field of civil law, including records and documents on marriage, property, titles, death and inheritance, in as much as any act, record, document, contract, proceeding is done according to the law. Executive agreement between the governments of the Imperial Republic of Shireroth and the Kasterburg Republic may provide for the manner that any act, record, document, contract or proceeding from one contracting party may be validated in the other. Article 9: The Imperial Mission in Kasterburg 1. The retinue and companions of Waldemar, the Lord Tarjeisson, who escorted him to Kasterburg upon the happy occasion of his appointment as Ambassador, shall be accorded, by the gracious leave of the Magistrate, permission to work and reside in the Kasterburg Republic at the service and pleasure of the Ambassador. 2. This body of men, comprising 2,256 persons in total, drawn from the Imperial Marshalcy, the Iron Militia, and the ESB Group, shall be known henceforth as the Imperial Mission in Kasterburg (IMK). 3. The purpose of the IMK is: a) To provide security for the person of the Ambassador and his residency whilst in the Kasterburg Republic. b) To aid and instruct the security forces of the Kasterburg Republic in the fortification of its frontiers facing onto the Inner Benacian Quarantine Zone (IBQZ) and to advise and accompany security forces patrolling against hostile incursions into the Kasterburg Republic by stateless itinerants and non-human lifeforms. c) To train and equip a regiment of artillery, a regiment of engineers, an air assault regiment, and a cohort of mechanised infantry in the Imperial fashion for the sole and exclusive use of the Kesterburg Republic. d) To establish and provide security for an airfield, gravship terminal, and over the horizon radar for the joint use of the Imperial Republic and the Kasterburg Republic, alongside certain select and mutually agreed upon corporate partners. 4. Excepting point 3.a of the preceding, the mandate of the IMK will endure for ten (10) Norton years, whereupon it may be renewed for a further ten years at the agreement of both parties. 5. At any time the Kasterburg Republic may formally request the removal of the IMK without consequence provided that a one (1) Norton year period of notice and grace is granted in which to facilitate the withdrawal of the IMK from the Kasterburg Republic. Article 10: Disputes 1. All disputes under this Treaty shall be tried in the Tribunal for the Treaty of Friendship and Cooperation between the Imperial Republic of Shireroth and the Kasterburg Republic, which is hereby established. A decision by the Tribunal is fully binding on the parties to the case. 2. The Tribunal shall consist of three judges, one appointed by each government, and one to be appointed by the two governments together. If the two parties cannot agree on a third judge, the Natopian government shall appoint the third judge. 3. The Tribunal shall be headquartered in Shirekeep, but may meet elsewhere in the Kasterburg Republic or in Shireroth as may be necessary or prudent under the circumstances facing it. 4. The Tribunal shall be funded as follows: The budget shall be decided by the Tribunal. The SKIT shall contribute to 2/5 of the budget, the Shirerithian government to 1/5 of the budget, and the Kasterburg Republic government to 2/5 of the budget. Article 11: Ratification This treaty shall be ratified by the Parties and shall enter force immediately upon the exchange of instruments of ratification, which shall occur in Kasterburg as soon as possible.

4rd day of the Ramsmaand, 1658 AN, the Third Year of the Republic | Decree on the Ratification of International Treaties and Establishing Friendly Relations with our Benacian Neighbours | DEN HEERE MAGISTRAAT DER KASTERBURGER REPUBLIEK, Alsmede den HOOGMOGENDEN leden des CONSISTORIUMs, In vergaadering gezeten, In order to position our Kasterburger Republic internationally, and to fortify our position on the Benacian continent, recognising the importance of international stability, peace and mutual co-operation and the benefits to be gained by our Republic, do hereby decree the following: I. That the Kasterburger Republic will seek admittance to the Micras Treaty Organisation (MTO) and will apply for membership. I.I. That to that end, the Treaty of General Membership to the Micras Treaty Organization is ratified. I.II. That, in addition, the Convention on the Laws of the Seas is ratified. I.III. That First Lieutenant Gregor Adler will be appointed to serve as ambassador to the MTO following admission.
II.I. That to that end, Captain Josephat de Montfort is authorised to enter negotiations, carrying the full weight of the government of the Republic, and will serve as ambassador to Shireroth.
III.I. That the assistance granted by the Kalgachian government in the defence against the Tee-Al plague is accepted and welcomed. III.II. That Alderman Hendrik Ostenbrück is appointed as envoy to Kalgachia and is authorised to enter negotiations, carrying the full weight of the government of the Republic.
